• Aandachtstoffen in het Nederlandse milieubeleid - Overzicht 1994

      In dit rapport wordt een overzicht gegeven van de stand van zaken met betrekking tot aandachtstoffen, dat wil zeggen, de stoffen die zijn opgenomen in de Regeling aandachtstoffen Wet milieugevaarlijke stoffen 1992 (Staatscourant 138, 21 juli 1992). De aandachtstoffen omvatten ook de stoffen die prioritair zijn in het Nederlandse milieubeleid. De belangrijkste doelstellingen van het rapport zijn de volgende: 1. het geven van een overzicht van het onderzoek dat reeds aan aandachtstoffen is verricht of wordt verricht ; 2. het sturen en prioriteren van nieuw uit te zetten onderzoek aan aandachtstoffen ; 3. het doen van aanbevelingen ten aanzien van de doorvoer van stoffen in het aandachtstoffenwerk en de afvoer van stoffen van de aandachtstoffenlijst. Voor wat betreft de tweede doelstelling is het rapport in de eerste plaats gericht op het onderzoek dat in opdracht van de Directie Stoffen, Veiligheid en Straling van het Directoraat-Generaal Milieubeheer wordt uitgezet, zoals onderzoek in het kader van de nationale lijn van het project Bestaande Stoffen, maar deze doelstelling moet zo breed mogelijk worden gezien. Het rapport geeft per aandachtstof of aandachtstoffengroep een overzicht van de belangrijkste gegevens ten aanzien van emissies, voorkomen in milieucompartimenten en voeding, de vigerende milieukwaliteitsdoelstellingen en -eisen, onderzoek (monitoring/meetprogramma's en overig onderzoek dat relevant is in het kader van het aandachtstoffenwerk) en van beleidsontwikkeling en beleidsmaatregelen. Voor wat betreft de milieukwaliteitsdoelstellingen en -eisen wordt zowel een overzicht gegeven van toxicologische advieswaarden (maximaal toelaatbare risiconiveaus en verwaarloosbare risiconiveaus) als van de beleidsmatig vastgestelde waarden (streef-, richt- en grenswaarden; interventiewaarden bodemsanering). Uitgaande van de MTR's respectievelijk VR's en zo recent mogelijke blootstellingsgegevens is een risicobeoordeling voor mens en milieu gemaakt. Op basis van de beschikbare gegevens, maar vooral vanuit het oogpunt van het mogelijke risico voor mens en milieu, is per stof een aanbeveling gedaan voor handhaving als (prioritaire) aandachtstof of voor afvoer van de stof van de aandachtstoffenlijst. Bij een aanbeveling voor handhaving wordt aangeven welke verdere activiteiten gewenst zijn, toegespitst op onderzoek dat relevant is voor de (verdere) risicobeoordeling of beleidsontwikkeling. Op basis van het concept-rapport is in oktober jl. het "Onderzoeksplan aandachtstoffen 1995" uitgebracht. Dit adviesrapport is als bijlage in het onderhavige rapport opgenomen. Een deel van de in het onderzoeksplan opgenomen concrete onderzoeksvoorstellen is op basis hiervan reeds opgenomen in de planning van het RIVM-programma voor 1995.<br>

      This report contains general information on mixtures of polychlorinated dibenzo-p-dioxins and -dibenzofurans (dioxins) considering standards, emissions, exposure levels and effect levels. The document also discusses the need and possibilities to reduce the risks related to this group of compounds. Dioxins includes 210 tricyclic chlorinated organic compounds in total. International Toxicity Equivalency Factors (-TEFs) are used to describe to toxicity of dioxins, expressed in toxic equivalents (I-TEQ) based on 2,3,7,8-TCDD, the most known compound. Information to quantify dioxin emissions is scarce ; they are not commercially produced nor applied, being formed in incineration and industrial processes. Based on 1990 figures, direct emissions to air, water and soil amount approximately 600, 4 and 3 g I-TEQ per year, respectively. Deposition and sludge application contribute significantly to the load of soil (approx. 330 g I-TEQ), whereas, the contamination of water bodies is largely determined by deposition and trans-boundary emissions (approx. 100-125 g I-TEQ). In total the amount of dioxins in the soil and sediment compartments has been increased in 1990 with approx. 330 and over 65-90 g I-TEQ, respectively. Information on the occurrence of dioxins in the environment is very limited. Based on estimated exposure levels (approx. 1-3 pg I-TEQ.kg-1 b.w. per day by food, which contributes 90-95% to the total exposure) dioxins are considered not to present a risk to humans, the TDI being 10 pg I-TEQ.kg-1 b.w. However, information is lacking to evaluate the risks for sucklings during breast-feeding. Generally the risks to ecosystems is limited and only locally ecosystems may be at risk. However, secondary poisoning can not be ruled out and foodchain effects may occur in both the aquatic and terrestric environment. As a result of policy measures emission to air will decrease to approx. 125 g I-TEQ per year by 2000, those to water and soil will be the same as in 1990. The yearly increase in dioxin content of the soil will then amount 0.1 ng I-TEQ.kg-1. Additional measures are possible.<br>

      An overview and evaluation is given of important environmental data of fine dust (PM10) in the Netherlands, such as emissions, possibilities for emission abatement, air quality, exposure, toxicology and epidemiology. These data can be used to define environmental policy to prevent negative effects from exposure to fine dust.

      A number of recent publications concerning the human risk assessment of benzene was evaluated in order to check if the toxicological limit value derived in the Integrated Criteria Document on benzene (RIVM, 1987) needed to be revised. In the Integrated Criteria Document a non threshold extrapolation method was used, because of the carcinogenic and genotoxic properties of bezene. Using epidemiological data, it was calculated that a concentration of 0,12 mug.m-3 corresponds to a risk of one additional case of leukemia in one million persons exposed for lifetime. The Health Council of the Netherlands subsequently advised to increase this value by two orders of magnitude, because linear non threshold extrapolation would be an overestimation of the actual risk. On the basis of recent studies there is, however, no reason to deviate from the risk assessment approach adopted in the Integrated Criteria Document or to increase the previous derived toxicological limit value.

      Dit document rapporteert gegevens over chloornitrobenzenen betreffende richtlijnen, bronnen en emissies, blootstellings- en effectniveaus en risico's voor mens en ecosystemen. Op basis van de beschikbare gegevens wordt voorlopig geconcludeerd dat de chloornitrobenzenen geen significant risico opleveren voor mens en ecosystemen. Het gebruik van pentachloornitrobenzeen is sinds januari 1990 verboden en er zijn geen aanwijzingen dat andere chloornitrobenzenen worden of zullen worden toegepast, geproduceerd of ge-emitteerd in Nederland. Derhalve wordt voorgesteld om deze groep van stoffen van de aandachtstoffenlijst af te voeren.

      Dit document rapporteert gegevens over chloortoluenen betreffende richtlijnen, bronnen en emissies, blootstellings- en effectniveaus en risico's voor mens en ecosystemen. Op basis van beperkte informatie over blootstellings- en effectniveaus is voorlopig geconcludeerd dat n-chloortoluenen en ring-gechloreerde alpha-chloortoluenen geen significant risico lijken te vormen voor mens en ecosystemen in Nederland. Voorgesteld wordt om n-chloortoluenen en de ring-gechloreerde alpha-chloortoluenen af te voeren van de aandachtstoffenlijst. Alpha-chloortoluenen lijken geen risico te vormen voor ecosystemen. Bij mensen wordt naar verwachting de toxicologische advieswaarde voor orale blootstelling niet overschreden. Er zijn te weinig gegevens om de carcinogene risiso's van alpha-chloortoluenen in de binnenlucht in Nederland te evalueren. Blootstellingsniveau's kunnen binnenshuis (gedurende korte perioden) verhoogd zijn doordat alpha-chloortoluenen vrijkomen uit vinyl vloertegels en mogelijk ook andere producten waarin butyl benzyl ftalaat is verwerkt. In de nabije toekomst komt meer informatie beschikbaar over alpha-chloortoluenen, vanwege een aantal internationale ontwikkelingen. Om deze reden wordt aanbevolen de alpha-chloortoluenen niet van de aandachtstoffenlijst af te halen. Op dit moment wordt voor de alpha-chloortoluenen geen onderzoek voorgesteld ; mogelijke verdere studies of activiteiten hangen af van de resultaten van de OECD- en EU-studies.

      Dit document rapporteert gegevens over optische witmakers ('Fluorescent Whitening Agents' (FWAs)) betreffende bronnen, emissies, blootstellings-niveaus en risico's voor mens en ecosystemen. Acht stilbeen derivaten (aangeduid als FWA1 tot FWA8) worden geevalueerd. Op basis van zeer beperkte gegevens is geconcludeerd dat de orale en dermale risico's van FWAs voor de algemene bevolking waarschijnlijk erg klein zijn. Het gebruik van FWAs in papier (vnl. FWA8) zou een risico kunnen vormen voor ecosystemen. Aanbevolen wordt om meer gegevens te verkrijgen over de emissies van FWAs is deze industriele categorie in Nederland (betreft FWA2, FWA3, FWA4, FWA5 en FWA8). Bij het gebruik van FWAs in detergenten lijkt FWA5 geen risico te vormen voor ecosystemen, maar FWA1 mogelijk wel. In de nabije toekomst zullen actuele meetgegevens van deze FWAs beschikbaar komen uit Europese landen met een vergelijkbaar gebruik van FWAs in detergenten. Aanbevolen wordt deze gegevens af te wachten alvorens definitieve conclusies worden getrokken. De geevalueerde FWAs dienen derhalve vooralsnog op de aandachtstoffenlijst te blijven staan, behalve FWA6 en FWA7, vanwege een zeer gering marktaandeel (FWA6) of terugtrekking van de markt (FWA7).

      This document reports data on sources, exposure levels, effect levels and human and environmental risks of fluorescent whitening agents (FWAs). On the basis of very limited data, it was concluded that the oral and dermal risks of eight stilbene derivatives or FWAs (indicated as FWA1 through FWA8) to the general population are probably very small. With respect to environmental risks, the use of FWAs in paper (mainly FWA8) might present a risk to ecosystems. Acquisition of more actual data on the release and distribution of FWAs (i.e. FWA2, FWA3, FWA4, FWA5 and FWA8) in this industrial category is recommended. For FWA use in detergents, FWA5 does not seem to be a problem to ecosystems however, the use of FWA1 does possibly present a risk. In the near future more data on the occurrence of these FWAs in the environment will become available from European countries with a comparable use of FWAs in detergents. It is recommended to wait for these results before drawing definite conclusions. For the time being, the evaluated FWAs should be left on the list of substances requiring attention. Exceptions here are made for FWA6 and FWA7 because of FWA6 having a very small market share and FWA7s withdrawal from the market.

      Dit document rapporteert gegevens over ethyl en methyl parathion betreffende bronnen, emissies, blootstellingsnivo's en risico's voor mens en ecosystemen. Op basis van beperkte gegevens is geconcludeerd dat de orale en inhalatoire risico's van ethyl en methyl parathion voor de algemene bevolking waarschijnlijk klein zijn. De concentraties van ethyl en methyl parathion in regionale oppervlaktewateren, met name in landbouwgebieden, vormen een ernstig risico voor aquatische ecosystemen. Er is geen conclusie mogelijk ten aanzien van Rijkswateren, omdat de meetgegevens grotendeels zijn teruggetrokken. Aanbevolen wordt het uitvoeren van routinematige metingen in oppervlaktewater. Risico's van ethyl en methyl parathion voor bentische organismen kunnen niet worden uitgesloten. De risico's van methyl parathion voor terrestrische ecosystemen zijn waarschijnlijk klein. Ethyl parathion kan lokaal wel een risico zijn voor terrestrische ecosystemen. Het College voor de toelating van bestrijdingsmiddelen was in 1998 voornemens alle toepassingen van middelen op basis van ethyl parathion met ingang van 1 oktober 1999 te verbieden; de definitieve besluitvoming hierover is nog niet afgerond.Gezien de risico's voor ecosystemen, de aanbevolen routinematige metingen in oppervlaktewater en de ontwikkelingen op het gebied van toelatingen wordt aanbevolen ethyl en methyl parathion voorlopig te handhaven op de aandachtstoffenlijst.

      In the Netherlands tin is produced from concentrate and secondary production (about 3,500 tonnes Sn per year), whereas about 5,000 tonnes Sn per year is applied. Of this amount about 4,200 tonnes is applied as inorganic tin (most for the manufacturing of tin plate) and about 800 tonnes Sn is applied as organotin compounds (most in pesticides, PVC-stabilizer and anti-fouling paints). Available information indicates that the risk of inorganic tin compounds to humans is very small, if present at all. The risks of inorganic tin compounds to aquatic ecosystems are considered to be small and are likely to be restricted to surface waters in the vicinity of industrial sites. Although little information on exposure to and effects of inorganic tin in soil organisms, current and future emissions to soil indicate a low priority to fill in these gaps in knowledge. As to organotin compounds it is assumed that environmental concentrations unlikely present a risk to the general population. The risk of organotin compounds in food to humans is unknown, mainly because no quantitative data on exposure are available. Triphenyl and tributyl organotin compounds present a risk to aquatic ecosystems in the Netherlands. Information on the toxicity to sediment and soil organisms as well as on the occurrence in soil are lacking, hampering a sound risk evaluation. It is recommended [a] to determine the concentrations of organotins in food, [b] to execute the ban on triphenyl tin acetate and triphenyl hydroxide as soon as possible and [c] to stimulate alternative methods for anti-fouling paints. Further it is advocated to initiate a study into the degradation rates of organotins in sediment and soil in order to determine the maximum allowable emission per year.<br>

Arsenic is a metalloid. With regard to its properties it belongs to the group of elements between the (heavy) metals and the non-metals. Arsenic occurs naturally ; the natural sources are sometimes considerably greater than the anthropogenic ones. In the Netherlands arsenic is mainly applied in wood preservation and also as a softening agent in PVC, in alloys and in drugs.<br>
