• Airborne pesticide concentrations near greenhouses [acute exposure and potential effects to humans]

Mensink BJWG; Linders JBHJ; CSR (1998-03-31)

Experimental data on airborne pesticide emissions from greenhouses are scarce due to their generally laborious, complex and costly determination. Therefore modelling may be helpful. USES 2.0 - a decision-support system for governmental institutions - includes a module to estimate airborne concentrations in the lee eddy within 25 meters of a greenhouse. In a 1998 study this module was used to estimate the concentrations of seven organophosphorous pesticides near greenhouses. The health-based limit values available for these pesticides allowed a preliminary risk assessment to be performed for inhabitants near greenhouses by comparing the estimated concentrations with these limit values. As both limit values and estimated air concentrations should be considered as being tentative, the outcomes of this risk assessment are indicative. For example, acute effects to inhabitants near a greenhouse due to the exposure to dichlorvos, chlorfenvinphos, mevinphos, parathion, or parathion-methyl cannot be completely excluded during the first hours after application in the greenhouse. Acute effects due to the exposure to azinphos-methyl or diazinon can probably be excluded. As the uncertainty margins for both the exposure and the effect assessment could be considered high, the outcomes of the present study plea for a more refined risk assessment.

Linders JBHJ; Luttik R; Knoop JM; van de Meent D (Rijksinstituut voor Volksgezondheid en Milieu RIVM, 1990-05-31)
Due to drift during application a pesticide is emitted to surface waters. The evaluation of this situation concerns the possible effects for water organisms. The report describes the method to calculate the exposure concentration due to biodegradation, evaporation, sedimentation, and resuspension in relation to the dosage and the application frequency. distinction is made between short and long term exposure. The model has been programmed in Lotus 1-2-3 TM and is available on request.
The notification of new substances has to take place in accordance to the Dutch law concerning these new substances Act, the Notification Decision, and the Guideline of the European Community (79/831/EEC). In this report on "Evaluation Philosophy Development" the possibilities are dealt with to perform a standardized risk evaluation based on the data from the research reports available. In this sense standardized means an evaluation as consistent and consequent as possible. A distinction is made to the research subjects available at the different notification levels. Therefore, at higher notification levels risks for more organisms can be evaluated in one hand. In the other hand, also preliminary indicated risks can be estimated more accurately because some effects of the substances have been investigated in more detail.

The "catch-up operation on old pesticides" project has resulted in a summary and RIVM conclusion of the environmental aspects of 152 pesticides which were already marketed in the Netherlands before 1975. The RIVM conclusion was subsequently rewritten to form an environmental synopsis. The present report describes the procedure followed and the results obtained in the evaluation of the environmental effects of these chemicals. Pesticides have been evaluated on the basis of the test results submitted with regard to their behaviour in soil and water, their effects on organisms present in the environment, such as birds, aquatic organisms (algae, crustaceans and fish), bees and earthworms, and their bioaccumulation potential. Behaviour in soil concerns the rate and route of conversion of a pesticide and its sorption to soil particles. The risks of leaching to the saturated soil layers and of accumulation in the plough layer one year after application of the chemical have been estimated using the Support Group M model developed for this purpose. Behaviour in water includes the rates of hydrolysis and photolysis, and especially the rate and route of conversion of a pesticide in water/sediment systems. Several proposals have been made for classification systems of environmental properties of pesticides in general. A classification system for persistence in particular is badly needed for the intercomparison of the pesticides. It appeared that various data necessary for the evaluation are still lacking for many pesticides. The report also makes proposals for developing several aspects of the evaluation, such as behaviour in air, risks to terrestrial organisms and risks of biomagnification.

The report gives recommendations for the interpretation of lysimeter, field and simulation studies in a more consistent and objective way. Expert judgement has been converted as much as possible in quantitative rules for evaluation. The lysimeter or field study is to be computer-simulated as good as possible and the result is compared with measured leaching. The relative difference, here defined as the simulation error, is considered to be the endpoint of the evaluation of a lysimeter or field study. The simulation will be used as a correction for the pesticide leaching computed for a scenario relevant for the registration of the pesticide.

Expert judgement is zoveel mogelijk vertaald in expliciete, kwantitatieve regels.
• Evaluation system for pesticides (ESPE) 2. Non-agricultural pesticides. To be incorporated into the Uniform System for the Evaluation of Substances (USES)

Luttik R; Emans HJB; Poel P van der; Linders JBHJ (Rijksinstituut voor Volksgezondheid en Milieu RIVM, 1993-11-30)
After the presentation of the Evaluation System for Pesticides (ESPE) 1. Agricultural pesticides (Emans et al. 1992) this present report is describing the logical successor ESPE 2: non-agricultural pesticides. Starting with an extensive emission analysis of the different types of nonagricultural pesticides the introduction into the environment is estimated. The distribution and risk-analysis follow thereafter the lines outlined in ESPE 1. The non-agricultural pesticides are distinguished in someclasses: 1. disinfectants, 2 industrial biocides, 3 preservatives, 4. household products, 5 wood preservatives and -protectors 6. antifouling paints. Taking into consideration the way of emission into the environment proposals are presented for the data that will be desiable for the registration evaluation. Thereafter, the data will be used, together with standardized assumptions on the environment, in calculation schemes, leading to the calculation of so-called Predicted Environmental Concentrations (PECs). The ratio between the PEC and the NEC (NO Effect Concentration) or sometimes the LC50 or EC50 leads then to a risk phrase, where a policy decision can be based upon. Besides the decision trees introduced in ESPE 1 two extra trees are developed additionally for beneficial micro-organisms in municipal sewage treatment plants (because an interference with these micro organisms can lead to an unacceptable organisms can lead to an unacceptable contamination of the surface water) and for bats (because remidial treatment of timbers in buildings has been considered a significant cause of mortality to bats). These trees take an analogous format as those in ESPE 1. With the presentation of part 2 of the evaluation system ESPE the first step to a methodology for the evaluation of pesticides within the scope of registration has been made. In the report several open ends are still present, because sufficiently accepted methods for all routes are not yet available in the literature. The largest part of ESPE 2, the evaluation system for non-agricultural pesticides is incorporated in the Uniform System for the Evaluation of Substances (USES). All further developments which can lead to adaption, changes, and completion of the Evaluation Systems for Pesticides will be carried out in the framework of USES.
• Evaluation System for Pesticides (ESPE). 1. Agricultural pesticides

Emans HJB; Beek MA; Linders JBHJ (Rijksinstituut voor Volksgezondheid en Milieu RIVM, 1992-12-31)
In this report a risk assessment or evaluation system for agricultural pesticides is presented, which estimates the hazards for man and environment resulting from the use of these pesticides. The evaluation system has also been placed within the context of the Uniform System for the Evaluation of Substances (USES). The evaluation system for pesticides (ESPE) is divided in three parts: 1) emission of the pesticide ; 2) distribution over and within the different environmental compartments and calculation of exposure concentrations of organisms to the pesticide ; 3) hazard assessment. The mathematical descriptions of various parts of the assessment system for agricultural pesticides are presented in this report. In the first part, an estimation is made of the percentages of emission of the used dosage for the several environmental compartments. In the distribution part, the different transport and translation processes are assessed. This leads to Predicted (Initial) Environmental Concentrations (P(I)ECs) for the different environmental compartments and to transport fluxes between these compartments. In the third part, hazard assessment is carried out by comparing P(I)ECs with chronic or acute toxicity data (e.g. NOECs,L(E)C50s) for several non-target organisms. For the environmental hazard assessment decision trees, developed by the Support Group Environment of the CTB, are used. For human beings, in this system only consumers, no decision trees have been developed. Hazard assessment for indirect exposure is performed by comparing the total daily intake with the No Observed Adverse Effect Level (NOAEL).

Linders JBHJ; Brouwer WWM; CSR (Rijksinstituut voor Volksgezondheid en Milieu RIVM, 1999-08-04)
This document contains an overview of the technical and scientific possibilities for performing a tailored assessment of the environmental risks in the registration of pesticides in the Netherlands. Various components of this environmental assessment were analyzed to show to what extent, for example, specific characteristics of the compound, along with the regional or local circumstances, application methods and techniques, and soil types can be taken into account in performing the risk assessment. Proposals indicating the components evaluated as being feasible at short- or long-term notice are presented. For the short-term components, an indication is made as to whether or not their inclusion into the standardized risk assessment system, USES, is possible. Finally, elaboration of these proposals in 1999 is recommended.
• How to estimate concentrations of pesticides in surface water semi-quantitatively: an interim report

This report offers a semi-quantitative tool to estimate concentrations of pesticides in surface water due to various routes of dissipation. The routes via runoff and erosion after rain storms are particularly focussed upon. By running this module (via a simple spreadsheet) the potential contributions by runoff and erosion can be assessed. The module does not estimate actual concentrations. The basic concept of this module consists of two aspects: first, hydrophobic pesticides are assumed to reach adjacent surface water by the translocation of soil particulates onto which the pesticide has been sorbed ; secondly, hydrophylic pesticides are assumed to reach adjacent water by the translocation of water on the soil or subsoil, in which a substantial fraction has been solved. This semi-quantitative approach has the advantage of being clearly structured and very feasible. It is also a standardised method for ranking pesticides on their dissipation potential. This does not reflect current regulatory practice with respect to the admission of pesticides in the Netherlands.

The project "Catch up manoeuvre old pesticides" has resulted in a summary of the environmental aspects of 152 pesticides being marketed in the Netherlands before 1975. In addition to the summary an environmental brieflet was prepared. The underlying report describes the procedure followed and the results obtained in evaluating the environmental impacts of the pesticides. Pesticides are evaluated with respect to their behaviour in soil and in water, effects on organisms in the environment, such as birds, aquatic organisms (algae, crustaceans, and fish), bees, and earth worms, and the bioaccumulating potency. Proposals are put forward for classification systems of some environmental characteristics of pesticides in general. Especially for persistence a classification system is badly needed for a comparison of the pesticides. Carrying out the project several data essentially necessary for the evaluation appeared to be lacking. In the report additional proposals are included to develop the evaluation system for pesticides for example with respect to behaviour in water and air, risk for terrestrial organisms and biomagnification.
• Manual for summarising and evaluating the environmental aspects of pesticides

Mensink BJWG; Montforts M; Wijkhuizen-Maslankiewicz L; Tibosch H; Linders JBHJ; ACT (Rijksinstituut voor Volksgezondheid en Milieu RIVM, 1995-07-31)
This Manual gives guidance in summarising and evaluating the environmental aspects of agricultural and non-agricultural pesticides. Actually this is the part of the pesticide registration process in the Netherlands preceding the risk assessment. The requirements of the Dutch government for admission of pesticides to the market are included in the Manual. As they are not reported exhaustively, it is advised to consult the CTB Application Form, if felt necessary. This Manual focusses primarily on instructions with respect to studies on behaviour in water and soil, ecotoxicity for aquatic and terrestrial organisms, and bioconcentration for aquatic organisms. The instructions cover both the intrinsic reliability of test reports provided by the industry, and the summarised description of these reports in an Advisory Report of RIVM. The latter is prepared by the Department of Evaluating Environmental Aspects of Pesticides on behalf of the Dutch Board for the Authorisation of Pesticides (CTB). This Board has the responsibility for admitting or refusing pesticides on the Dutch market in view of the Pesticides Act. A distinction has been made between the reliability and usefulness of tests. The first refer to intrinsic aspects of a test - methodology, description -, the latter to the use of such a test for a particular purpose - e.g. risk assessment. In this Manual the emphasis is on the reliability, and it offers a check-list per environmental item to discriminate between reliable, less reliable and not reliable tests. These check-lists are presented as so-called summary tables, and they are the core of the Manual. This Manual does not claim to be complete. Many environmental issues are currently in discussion both nationally and internationally. Therefore this Manual represents the state of art. It will be updated regularly to cope with these national and international developments. The risk assessment is also not included and will be dealt with in a follow-up.
