• Aandachtstoffen in het Nederlandse milieubeleid - Overzicht 1994

      In dit rapport wordt een overzicht gegeven van de stand van zaken met betrekking tot aandachtstoffen, dat wil zeggen, de stoffen die zijn opgenomen in de Regeling aandachtstoffen Wet milieugevaarlijke stoffen 1992 (Staatscourant 138, 21 juli 1992). De aandachtstoffen omvatten ook de stoffen die prioritair zijn in het Nederlandse milieubeleid. De belangrijkste doelstellingen van het rapport zijn de volgende: 1. het geven van een overzicht van het onderzoek dat reeds aan aandachtstoffen is verricht of wordt verricht ; 2. het sturen en prioriteren van nieuw uit te zetten onderzoek aan aandachtstoffen ; 3. het doen van aanbevelingen ten aanzien van de doorvoer van stoffen in het aandachtstoffenwerk en de afvoer van stoffen van de aandachtstoffenlijst. Voor wat betreft de tweede doelstelling is het rapport in de eerste plaats gericht op het onderzoek dat in opdracht van de Directie Stoffen, Veiligheid en Straling van het Directoraat-Generaal Milieubeheer wordt uitgezet, zoals onderzoek in het kader van de nationale lijn van het project Bestaande Stoffen, maar deze doelstelling moet zo breed mogelijk worden gezien. Het rapport geeft per aandachtstof of aandachtstoffengroep een overzicht van de belangrijkste gegevens ten aanzien van emissies, voorkomen in milieucompartimenten en voeding, de vigerende milieukwaliteitsdoelstellingen en -eisen, onderzoek (monitoring/meetprogramma's en overig onderzoek dat relevant is in het kader van het aandachtstoffenwerk) en van beleidsontwikkeling en beleidsmaatregelen. Voor wat betreft de milieukwaliteitsdoelstellingen en -eisen wordt zowel een overzicht gegeven van toxicologische advieswaarden (maximaal toelaatbare risiconiveaus en verwaarloosbare risiconiveaus) als van de beleidsmatig vastgestelde waarden (streef-, richt- en grenswaarden; interventiewaarden bodemsanering). Uitgaande van de MTR's respectievelijk VR's en zo recent mogelijke blootstellingsgegevens is een risicobeoordeling voor mens en milieu gemaakt. Op basis van de beschikbare gegevens, maar vooral vanuit het oogpunt van het mogelijke risico voor mens en milieu, is per stof een aanbeveling gedaan voor handhaving als (prioritaire) aandachtstof of voor afvoer van de stof van de aandachtstoffenlijst. Bij een aanbeveling voor handhaving wordt aangeven welke verdere activiteiten gewenst zijn, toegespitst op onderzoek dat relevant is voor de (verdere) risicobeoordeling of beleidsontwikkeling. Op basis van het concept-rapport is in oktober jl. het "Onderzoeksplan aandachtstoffen 1995" uitgebracht. Dit adviesrapport is als bijlage in het onderhavige rapport opgenomen. Een deel van de in het onderzoeksplan opgenomen concrete onderzoeksvoorstellen is op basis hiervan reeds opgenomen in de planning van het RIVM-programma voor 1995.<br>
    • Adenylate Energy Charge. I. Achtergrond en bepalingsmethoden

      In dit rapport wordt een literatuur overzicht betreffende de "Adenylate Energy Charge" bepaling gegeven. In het bijzonder wordt ingegaan op de extractie methoden en de incubatie-buffers die gebruikt worden bij de enzymatische bepaling. Tevens wordt aandacht besteed aan de achtergrond (voor- en nadelen) van deze parameter en wordt er ingegaan op de bemonsteringsmethoden van de te onderzoeken organismen. De beste resultaten, met betrekking tot de extractie methoden, werden verkregen met Tris, TCA en PCA. Tricine, Mops, Tris, TES en Hepes bleken de meest effectieve incubatie-buffers te zijn. Het rapport wordt afgesloten met enige bevelingen tot nader onderzoek en een computerprogramma voor het besturen van de detectie apparatuur (Lumac).<br>

They are unnatural ; often they are produced by humans by chlorating benzenes, but it is possible that they are formed by integration of substreams of waste water and/or by degradation of chlorinated hydrocarbons. In the Netherlands there are standards and guidelines for soil and groundwater and for surface water, water and soil.<br>

      In SOMS (SOMS is the Dutch acronym for 'Strategy on Management of Substances'), a programme has been started aimed at modernising the Dutch and European policy on handling substances. Broadly, the direction in which solutions for new policy are sought is to make industry more responsible for taking measures to reduce the risks and safety hazards associated with substances and to set up an adequate infrastructure for appraising, deciding and communicating related matters. In this framework it was questioned whether the application of biological effect assessments of emissions and the environment could play a role, in addition to the "substance-by-substance" assessments. Exploring the state of both science and policy, this report confirms the usefulness of biological effect assessments in addition to the regular assessments of substances. Difference has been made between assessments of effluents (in which case industry is likely to be responsible for performing the tests and reporting the results, controlled by government), and those of the receiving environment (in which case the managing and administrative governmental bodies are in charge). Biological effect assessment offers a number of advantages. The approach fits the need of SOMS since the total chemical stress is taking into account (not only the few priority substances but also unknown (non-assessed) chemicals, metabolites and combination toxicity) and the process is not hampered for reasons of confidentiality of substance-linked data. Technically, a variety of methods are available. From a policy point of view there is increasingly room for implementation, both nationally and internationally. This is particularly true for aquatic effluents and surface water including sediments. Choices have to be made which technical methods are the most appropriate, and on how to interpret the results and to translate them in a policy framework.

      In het VROM project SOMS (Strategie OMgaan met Stoffen) is de aandacht o.a. gericht op het anders omgaan met de onbekendheid met gevaren van stoffen en het deelachtig maken van het bedrijfsleven inzake het nemen van verantwoordelijkheid voor risico's van stoffen. In dat kader is de vraag gerezen of toepassing van biologische effectmetingen aan emissies en het milieu, als aanvulling op het bestaande systeem van "stof-voor-stof" beoordelingen, hierin een rol kan spelen. Op basis van een verkenning in dit rapport naar de stand der wetenschap en bestaande beleidsruimte kan deze vraag positief worden beantwoord. Hierbij is onderscheid gemaakt tussen beoordeling van A)vervuilingsbronnen, waarbij de verantwoordelijkheid voor adequate uitvoering en rapportage primair bij het bedrijfsleven ligt en voor de overheid een toezichthoudende taak is weggelegd, en B) van het ontvangende milieucompartiment, waarbij uitvoering en rapportage bij de desbetreffende beherende overheidsinstantie ligt. Biologische effectbeoordeling biedt voldoende voordelen om een plaats naast de chemische stofgerichte benadering te rechtvaardigen. De techniek is beschikbaar; er moeten alleen keuzes worden gemaakt uit de scala van mogelijkheden voor effectgerichte beoordeling, alsook de wijze waarop de resultaten worden geinterpreteerd en vertaald naar het beleid. Beleidsmatig is nationaal en internationaal sprake van toenemende ruimte voor implementatie, zeker met betrekking tot effluenten en het compartiment water. Nederland loopt op dit punt niet voorop. In het kader van het waterbeleid wordt een inhaalslag verwacht, waarop het vernieuwde stoffenbeleid goed kan aansluiten.<br>

Chlorophenols are mainly brought into the environment via man (directly or indirectly). There is no industrial production of chlorophenols in the Netherlands. The damaging effects of chlorophenols to the environment has generally decreased in the past years. This decrease is the direct result of a sharp reduction of the use of chlorophenols in the last decennium.<br>

      This report contains general information on mixtures of polychlorinated dibenzo-p-dioxins and -dibenzofurans (dioxins) considering standards, emissions, exposure levels and effect levels. The document also discusses the need and possibilities to reduce the risks related to this group of compounds. Dioxins includes 210 tricyclic chlorinated organic compounds in total. International Toxicity Equivalency Factors (-TEFs) are used to describe to toxicity of dioxins, expressed in toxic equivalents (I-TEQ) based on 2,3,7,8-TCDD, the most known compound. Information to quantify dioxin emissions is scarce ; they are not commercially produced nor applied, being formed in incineration and industrial processes. Based on 1990 figures, direct emissions to air, water and soil amount approximately 600, 4 and 3 g I-TEQ per year, respectively. Deposition and sludge application contribute significantly to the load of soil (approx. 330 g I-TEQ), whereas, the contamination of water bodies is largely determined by deposition and trans-boundary emissions (approx. 100-125 g I-TEQ). In total the amount of dioxins in the soil and sediment compartments has been increased in 1990 with approx. 330 and over 65-90 g I-TEQ, respectively. Information on the occurrence of dioxins in the environment is very limited. Based on estimated exposure levels (approx. 1-3 pg I-TEQ.kg-1 b.w. per day by food, which contributes 90-95% to the total exposure) dioxins are considered not to present a risk to humans, the TDI being 10 pg I-TEQ.kg-1 b.w. However, information is lacking to evaluate the risks for sucklings during breast-feeding. Generally the risks to ecosystems is limited and only locally ecosystems may be at risk. However, secondary poisoning can not be ruled out and foodchain effects may occur in both the aquatic and terrestric environment. As a result of policy measures emission to air will decrease to approx. 125 g I-TEQ per year by 2000, those to water and soil will be the same as in 1990. The yearly increase in dioxin content of the soil will then amount 0.1 ng I-TEQ.kg-1. Additional measures are possible.<br>

      This report contains information on zinc and zinc compounds concerning standards, emissions, exposure levels and effect levels. It includes a risk evaluation and presents proposals for maximum permissible concentrations of zinc in the environment. This study indicates that the concentration of zinc in the top soil in the Netherlands is (still) increasing. Environmental zinc levels in surfacewater and ambient air have been decreased in the last decade. The current exposure levels do not pose a threat to humans, however, there is a risk for both aquatic and terrestric ecosystems. In Dutch surfacewater, on the average, the intended minimum protection level of 95% is not achieved; according to model calculation the percentage of species protected is about 82%. Possible effects on soil ecosystems are difficult to interprete, as a result of both factors determining the bioavailability of zinc and the natural role that this essential element may play in achieving diversity in ecosystems. Apart from the contribution from foreign sources, the main emission sources to soil and surfacewater are corrosion and agriculture.

    • Biomonitoring vanuit ecotoxicologisch perspectief als strategie voor het RIVM

      In this report it is demonstrated that the ecotoxicological interpretation of the data gathered in the Dutch environmental monitoring network systems will be enhanced by applying biomonitoring techniques. In order to identify biomonitoring aspects of importance, a survey is made of the biological data which are regularly monitored. The resulting list of biomonitoring parameters which are not regularly evaluated, is prioritized according to an extensive set of selection criteria. The results of this evaluation are used to develop a tentative biomonitoring strategy for RIVM.<br>
    • DESIRE FOR LEVELS. Background study for the policy document &quot;Setting Environmental Quality Standards for Water and Soil&quot;

      The report provides scientific support for setting environmental quality objectives for water, sediment and soil. Quality criteria are not set in this report. Only options for decisions are given. The report is restricted to the derivation of the 'maximally acceptable risk' levels (MAR) for 45 chemicals (metals, PAH, pesticides, chlorophenols). MAR- values for water are primarily derived from chronic toxicity data, following an extrapolation procedure recommended by the Dutch Health Council. If insufficient toxicity data are available to use this procedure, a modified EPA-method that produces indicative values only, has been used. For sediment no toxicity data are available. MAR-values for sediment are therefore derived indirectly from MAR-values for water, using the Equilibrium Partitioning method. MAR-values for soil are derived with ecotoxicological extrapolation methods similar to those used for water. For soil too little toxicity data are available to properly derive MAR-values directly. In addition, MAR for soil are derived from MAR for water with the Equilibrium Partitioning method. Lacking reliable soil-pore water partition coefficients, this does not appear to be a suitable alternative. For metals 'negligible risk' levels in water and sediment are lower than the natural background concentrations. This is not the case for PAH. The 'negligible risk' levels for metals in soil are well below the 'Reference Values for Soil Quality'.<br>
