      In dit rapport is informatie verzameld over de milieuaspecten van "het afsteken van vuurwerk". Het is gepubliceerd binnen het samenwerkingsproject WESP: de Werkgroep Emissies Servicebedrijven en Produktgebruik. In dit project wordt informatie verzameld over processen in de doelgroepen van consumenten, bouw, handel en dienstverlening om tot overeenstemming te komen over de gegevens die gebruikt worden bij verschillende instituten. Het WESP-document levert informatie ondersteuning voor het regeringsbeleid over emissiereductie. Dit document bevat informatie over processen, emissiebronnen, emissies naar lucht en water, afval, emissie factoren, gebruik van energie en energiefactoren, emissiereductie, energiebehoud, onderzoek naar schone technologie normstelling en vergunningen.

      This document on "lighting of fireworks" has been published within the WESP cooperation project within the Working Group on Emissions from Service Industries and Product Use. In this project information has been collected on processes taking place in the target groups: consumers, construction, service industries, environmental cleanup and consulting firms and recreation services in reaching agreement on the data used by various institutes and to providing support to governmental policy on emission reduction. This document contains information on processes, emission sources, emissions to air and water, waste, emission factors, use of energy and energy factors, emission reduction, energy conservation, research on clean technology, and standards and permits.

      EDGAR 2.0 (Emission Database for Global Atmospheric Research) provided global annual emissions for 1990 of greenhouse gases CO2, CH4 and N2O and precursor gases CO, NOx, NMVOC and SO2 both per region and on a 1 degrees x 1degrees grid. Similar inventories were compiled for a number of CFCs, halons and methyl bromide, methyl chloroform. This report discusses the applications of EDGAR 2.0 over the last couple of years as well as the validation and uncertainty analysis carried out. About 700 users have downloaded EDGAR 2.0 data during the last 24 year. In addition, the approach taken to compile EDGAR 3.0 is discussed: update and extension from 1990 to 1995 for all gases and extended time series for direct greenhouse gases to 1970-1995 and inclusion of the new 'Kyoto' greenhouse gases HFCs, PFCs, SF6. Selected time profiles for the seasonality of anthropogenic sources are also discussed. The work is linked into and part of the Global Emissions Inventory Activity (GEIA) of IGBP/IGAC.

      Dit rapport geeft een overzicht van de belangrijkste resultaten van de inventarisatie van de emissie naar lucht en water in Nederland voor het jaar 1992. Uit de vele geregistreerde stoffen en stofgroepen zijn er ongeveer 60 geselecteerd, waaronder de prioritaire stoffen. Het is een detaillering van het eerste gezamenlijke jaarrapport over de emissies in Nederland door de Emissieregistratie (ER), het Rijksinstituut voor Volksgezondheid en Milieuhygiene (RIVM) en het Centraal Bureau voor de Statistiek (CBS), dat eveneens is uitgegeven in de Publikatiereeks Emissieregistratie (nr 20) ; RIVM Rapportnummer 772414001. Dit rapport bevat gedetailleerde informatie over die emissie. Er worden ca 30 bedrijfsgroepen van de industriele doelgroepen besproken. Ook worden schattingen gepresenteerd van de emissie naar lucht voor het jaar 1993. Voor elk van deze stoffen/stofgroepen is een beleid of beleidsdoelstelling geformuleerd.

      Dit rapport geeft een overzicht van de belangrijkste resultaten van de inventarisatie van de emissie naar lucht en water in Nederland voor het jaar 1992. Het is het eerste gezamenlijke jaarrapport over de emissies in Nederland door de Emissieregistratie (ER), het Rijksinstituut voor Volksgezondheid en Milieuhygiene (RIVM) en het Centraal Bureau voor de Statistiek (CBS). De resultaten worden besproken in relatie tot het milieubeleid van de rijksoverheid aan de hand van doelgroepen en thema's. Daarnaast worden de resultaten gepresenteerd in relatie tot hun geografische spreiding, met name de provinciale milieubelasting, en hun veranderingen ten opzichte van vroegere inventarisatiejaren. Ook worden schattingen gepresenteerd van de emissie naar lucht voor het jaar 1993. Uit de vele geregistreerde stoffen en stofgroepen zijn er ongeveer 60 geselecteerd, waaronder de prioritaire stoffen. Voor elk van deze stoffen/stofgroepen is een beleid of beleidsdoelstelling geformuleerd. Voorts wordt aandacht gegeven aan de analyse van de bijdrage van de verschillende doelgroepen aan de verontreiniging binnen elk van de milieuthema's. Daarbij zijn ook de voor de milieuthema's gebezigde milieu-indicatoren berekend in equivalent-eenheden.<br>

For the year 1993 the emissions are estimated. For each compound specific information is given on the sources of emissions, on the relative contribution to the total emission in the Netherlands, and on the relation with the Dutch Environmental Policy Plans.
    • Evaluation of PCB fluxes in the environment

      Since the early seventies a variety of stringent measures have been taken by (international) governments to reduce the risks posed by the presence of polychlorinated biphenyls (PCBs) in the environment. A crucial question is whether these measures have achieved the desired result. The present report reviews, for the Netherlands, the major PCB flows in the (abiotic) environment during the period 1980-1993. In addition, PCB flows in the year 2000 have been calculated for two scenarios: with and without additional policy measures. Sources of PCB emissions have been inventoried extensively in the Netherlands and the surrounding countries. Over the period 1980-1990 there has been a major decline in PCB emissions to the air, water and soil. Today the main influx of PCBs to the Netherlands is from other countries, viz. transboundary influx via the major rivers and via atmospheric deposition. PCB concentrations in the major rivers have also clearly decreased over the period 1980-1990. It is noteworthy, however, that this decline has not subsequently continued. Since 1989 PCB concentrations in nationally administered Dutch waterways have fluctuated around a virtually constant level. This level exceeds the current statutory limit value for PCBs. A similar pattern holds for the coastal waters of the Netherlands. The scarce monitoring data available for soil indicate that wide-scale transgression of the target value for PCBs is unlikely. Expectations are that, under the terms of current policy, the main PCB flows will continue to decrease during the period 1990-2000. An accelerated decline could be achieved if additional measures were taken in neighbouring countries. The most effective approach to reducing foreign PCB emissions to the atmosphere would be to tackle (unintentional) emissions from a variety of industrial processes. A clean-up of upstream river sediments would reduce the PCB influx via the major rivers. Because a substantial proportion of PCBs ultimately enters the North Sea via these rivers, upstream clean-up would also have a positive impact on the Dutch input of PCBs to the marine ecosystem. Further tightening-up of policy in the Netherlands, including accelerated collection of fluorescent lighting ballasts and capacitors, will have scarcely any effect on the situation in the year 2000, because of the relatively small share of these sources in aggregate PCB flows. The present report provides an inventory of PCB flows in the abiotic environment. On its own, though, this inventory does not answer the key question of whether the PCB concentrations currently observed in the Netherlands imply a risk for the human population or for ecosystems. It is therefore recommended that a supplementary risk assessment be carried out, as an important follow-up to this study. This is fully in line with scheduled Dutch policy to re-evaluate the environmental quality standards for PCBs on the basis of new insights in the environmental chemistry and toxicology of this group of substances.
    • Evaluation of PCB fluxes in the environment

      Sinds het begin van de jaren zeventig heeft de (internationale) overheid een aantal stringente maatregelen genomen om de risico's van polychloorbifenylen (PCB's) in het milieu te verminderen. Een belangrijke vraag is of deze maatregelen tot het gewenste resultaat hebben geleid. Het voorliggende rapport geeft voor Nederland een overzicht van de belangrijkste PCB-stromen in het (abiotische) milieu gedurende de periode 1980-1993. Voorts is een tweetal scenario's doorgerekend voor de PCB-stromen in het jaar 2000, respectievelijk met en zonder aanvullende beleidsmaatregelen. De bronnen van PCB-emissies in Nederland en de omringende landen zijn uitgebreid geinventariseerd. In de periode 1980-1990 zijn de emissies van PCB's naar lucht, water en bodem sterk gedaald. De aanvoer van PCB's in Nederland is momenteel vooral afkomstig uit het buitenland. Het gaat dan om grensoverschrijdende instroom via de grote rivieren en via atmosferische depositie. De PCB-concentraties in de grote rivieren zijn eveneens duidelijk afgenomen in de periode 1980-1990. Opvallend is echter dat deze daling zich niet heeft doorgezet. Sinds 1989 fluctueren de PCB-gehalten in de rijkswateren rond een nagenoeg constant niveau. Dit niveau bevindt zich boven de huidige grenswaarde voor PCB's. Eenzelfde patroon is zichtbaar voor de Nederlandse kustwateren. De schaarse meetgegevens voor de landbodem laten zien dat de streefwaarde voor PCB's waarschijnlijk niet op grote schaal wordt overschreden. De verwachting is dat met het thans gevoerde beleid de belangrijkste PCB-stromen verder zullen afnemen in de periode 1990-2000. Een versnelde sanering zou mogelijk zijn door het treffen van aanvullende maatregelen in het buitenland. Voor het terugdringen van de PCB-emissies naar lucht zou men zich hierbij kunnen richten op het (ongewenst) vrijkomen van deze stoffen bij diverse industriele processen. Waterbodemsanering in bovenstroomse gebieden kan de PCB-instroom via de grote rivieren verminderen. Omdat een aanzienlijk deel van de PCB's uit de grote rivieren uiteindelijk in de Noordzee terecht komt, heeft zo'n bovenstroomse waterbodemsanering ook invloed op de Nederlandse aanvoer van PCB's naar het mariene ecosysteem. Een verdere aanscherping van de beleidsmaatregelen in Nederland, zoals een versnelde inzameling van TL-armaturen en condensatoren, zal nauwelijks invloed hebben op het beeld voor het jaar 2000. Dit vanwege het relatief geringe aandeel van deze bronnen op de totale PCB-stromen. Het voorliggende rapport heeft de PCB-stromen in het abiotische milieu in kaart gebracht. De belangrijke vraag of de thans waargenomen PCB-concentraties in Nederland risicovol zijn voor mens of ecosystemen is daarmee echter nog niet beantwoord. Een nadere risicoschatting dient dan ook een belangrijke vervolg-stap te zijn op dit project. Dit sluit direct aan bij het beleidsvoornemen in Nederland om op basis van nieuwe inzichten in de milieuchemie en toxicologie van PCB's, de milieukwaliteitseisen voor deze groep van stoffen te her-evalueren.<br>
    • De natuurplanner; Decision Support Systeem natuur en milieu. Versie 1.1

      De Natuurplanner is een Decision Support Systeem voor de ondersteuning van het natuur- en milieubeleid van rijk en provincie, bedoeld voor: normstelling, voorspelling, dominante stress analyse, afweging tussen gebiedsgerichte, effectgerichte en generieke maatregelen, en bepaling van kosten. Het heeft een resolutie met grids van 250 bij 250 meter als kleinste eenheden. De kern bestaat nu uit een multistress model (SMART/MOVE) voor verzuring, vermesting en verdroging van natuurlijke vegetaties. Daarnaast zijn er reeds functies voor het tonen van diverse bestanden zoals: bodemkaart, vegetatiekaart, grondwatertrappenkaart, kaarten van alle natuurdoeltypen afgeleid uit het bestand FLORBASE, en scenario's voor verzuring, vermesting en verdroging uit de Milieuverkenningen. Uitbreiding voor zout, beheer/successie, versnippering, fauna, aquatische ecosystemen, ecotoxicologische aspecten en klimaat zijn in voorbereiding.
    • De natuurplanner; Decision Support Systeem natuur en milieu. Versie 1.1

      The Natureplanner is essentially a computer system to predict the effects of environmental and spatial scenarios on nature for national and regional policy. It supports further the decisions on setting environmental standards, on detection of the dominant stress factor and the choice between area specific or general or mitigation measures and the costs. The smallest spatial resolution is 250*250 m. The dominant stress factor will be the most cost effective target for policy making; in some areas this will be desiccation and in others it may be eutrophication caused by deposition of NH3 from agriculture. The system has functions for viewing databases and maps of species distribution, soil or environmental scenario's. It is possible to choose a new vegetation structure in certain grid cells and than to compute the probability of occurrence of species under the given environmental conditions of soil, groundwater and acid or N-deposition. Another important application of the Nature Planner on a more regional scale is the computation of the specific critical N-load for a nature reserve. Further development is going on in close co-operation with other research institutes and some provinces with respect to: aquatic ecosystems, ecotoxicological aspects, succession/management practices, salinity, climate, and a separate module for effects of environmental changes and landscape fragmentation on birds and other fauna.
    • Noise and Public Health, Workshop report

      This report summarizes the discussion and main conclusions of an international workshop on 'Noise and Public Health' that took place on 2-4 October 1994 in Noordwijkerhout, the Netherlands. The main objective of this workshop was to discuss and review proposals for future research around Schiphol airport on exposure to aircraft noise and health effects. These proposals include a questionnaire survey on perceived environmental quality, health status, annoyance and risk perception and field studies on aircraft noise and, respectively, sleep disturbance in adults and neurobehavioural effects in children. All proposals seem feasible given that adequate resources are available and some adaptations as recommended by a panel of independent international experts are implemented.

      Het RIVM heeft in Oktober 1994 een internationale workshop 'Noise and Public Health' georganiseerd in samenwerking met de universiteiten van Amsterdam en Goteborg. Dit rapport geeft een samenvatting van de discussies en conclusies van de workshop. Het doel van deze workshop was tweeledig. Enerzijds het presenteren van de stand van kennis op het gebied van geluid en slaap(verstoring) en het vaststellen van prioriteiten en geschikte methoden voor verder onderzoek op dit gebied. Daarnaast zijn voorstellen voor verder onderzoek naar de gezondheidstoestand van de bevolking woonachtig rondom de luchthaven Schiphol beoordeeld door een panel van internationale deskundigen. De onderzoeksvoorstellen die zijn besproken betreffen een vragenlijstonderzoek naar de beleving van de milieukwaliteit, ervaren gezondheid, hinder en risicobeleving rondom Schiphol en een tweetal veldstudies naar het effect van blootstelling aan (vliegtuig)geluid op de slaap bij volwassenen en op de prestatie van kinderen. De onderzoeksvoorstellen zijn positief beoordeeld en worden zinvol en haalbaar geacht, mits enkele aanpassingen, zoals voorgesteld tijdens de workshop, worden toegevoegd en adequate financiering gewaarborgd is.<br>

      A longitudinal survey has started in 1980 to investigate the serological response after vaccination of children in the National Childhood Immunisation Programme (RVP) in the Netherlands. Through (para)medical journals future parents were asked to have their children participate in the study. A total of 142 children were included. Blood samples were taken just before and approximately one month after each vaccination. In 1997, when the children were 12 to 17 years old (median 15.5 years), a final blood sample was taken to assess the persistence of antibody levels over a longer period. Geometric mean titres and (where possible) percentages of children with protective antibody levels against diphtheria, tetanus, polio-, pertussis, measles, mumps, and rubella were determined. Overall, vaccination induced good responses to all antigens. Besides, the booster responses in 4 and 9-years-olds demonstrated the presence of an immunological memory for diphtheria, tetanus and polio. Children with a primary vaccine failure to the first measles vaccination all responded with a titre rise after the second vaccination. This underlines the need for the second MMR vaccination at the age of 9 years, as introduced in the RVP in 1987.
    • Towards development of a deposition monitoring network for air pollution of Europe

      In 1993 werd vanuit het LIFE project van de Europese Commissie DG XI het project 'Towards the development of a deposition monitoring network for air pollution of Europe' gefinancierd. Het doel van dit project was het ontwikkelen en implementeren van een depositiemonitoring-methode voor luchtverontreiniging in Europa. Een dergelijke methode zou gebruikt moeten worden als uitbreiding van bestaande Europese monitoring netwerken voor het meten van luchtconcentraties om depositieschattingen op ecosysteem-schaal te kunnen maken. In dit project werd een drietal monitoringstations ontworpen welke op drie plaatsen in Europa gedurende een jaar werden ingezet: Auchencorth, een semi-natuurlijke lage vegetatie in Schotland ; Melpitz, een grasland in Duitsland en Speulder bos, een Douglas sparrenbos in Nederland. Dit rapport beschrijft de eindresultaten van het zogenaamde LIFE project. De resultaten van het project laten zien dat de ontwikkeling van depositiemonitoring-methoden succesvol was en dat routinematige metingen voor de bepaling van de depositie van luchtverontreiniging uitgevoerd kunnen worden. De inzet van de apparatuur op drie lokaties in Europa, representatief voor verschillende condities en ecosystemen, leverde continu hoge kwaliteit gegevens voor de bepaling van de jaargemiddelde deposities. De droge depositie van SO2, NH3 en NOx werd continu gemeten met behulp van de gradientmethode. De evaluaties van parametrisaties voor de uitwisseling van deze componenten met het oppervlak vormden een belangrijk onderdeel van het project, daar deze parametrisaties gebruikt worden voor de bepaling van de depositie van de andere componenten in de zogenaamde inference methode. Er werden systematische afwijkingen gevonden tussen gemodelleerde en gemeten fluxen. Het was echter niet het doel van dit project de modellen te verbeteren. De metingen vormen een goede basis voor modelverbeteringen en zullen in de toekomst daartoe worden geanalyseerd.

      In 1990 werd het 'Project Speuld' gestart dat tot doel had een depositie-monitoring opstelling voor verzurende komponenten boven het Speulderbos te implementeren ten behoeve van het continu bepalen van de depositie op het bos en daarmee het beleid onafhankelijk te kunnen evalueren. Het meetpunt Speulder bos zou uiteindelijk onderdeel moeten worden van het Landelijk Meetnet Luchtkwaliteit van het RIVM. In 1993 werd vanuit het LIFE project van de Europese Commissie DG XI het project 'Towards the development of a deposition monitoring network for air pollution of Europe' gefinancierd. Het doel van dit project was het ontwikkelen en implementeren van een depositiemonitoring-methode voor luchtverontreiniging in Europa.       In January 1993 within the framework of the LIFE programme a project was financed which aim was to develop a deposition monitoring method for air pollution of Europe. This method should be used to extend existing European monitoring networks of air concentrations to provide deposition inputs on an ecosystem scale. A monitoring station for atmospheric deposition was designed and constructed using existing methods. Three such stations were applied in a pilot project for a year on three sites in different regions in Europe to estimate local inputs and to validate deposition models which are currently developed for estimation of ecosystem-specific deposition in Europe. The results of this project show that the developed deposition monitoring method is successful in determining the deposition of pollutants and can be applied on a routine basis. The equipment for flux measurements provided continuous high quality data for all major gaseous and particulate pollutants throughout the range of pollution climates present in Central and Northern Europe. The monitoring facility was therefore highly successful. The sites selected were representative of the major ecosystems of Europe and the range of air pollution climates (excepting urban areas and Mediterranean regions).

      In 1993 bioassays with several organisms (bacteria, plants, arthropods, oligochaetes) have been performed in metal contaminated soils originating from the neighbourhood of a zinc smelter works at Budel. Results are compared with those of experiments performed with the same organisms in standardized (artificial) soils spiked with metals. Moreover, abundance and diversity of nematoda along a gradient of contaminated soils near Budel is studied. A start has been made with the organization of an experimental field, above all for the study of abiotic factors influencing the sensitivity of soil organisms. The report gives a general enumeration of results obtained, additionally an evaluation and integration of results is persued and a strategy is designed for the next phase of the project.

      In dit rapport is informatie verzameld over de milieuaspecten van "verwerking afgedankte koelapparatuur". Het is gepubliceerd binnen het samenwerkingsproject WESP: de Werkgroep Emissies Servicebedrijven en Produktgebruik. In dit project wordt informatie verzameld over processen in de doelgroepen van consumenten, bouw, handel en dienstverlening om tot overeenstemming te komen over de gegevens die gebruikt worden bij verschillende instituten. Het WESP-document levert informatie ondersteuning voor het regeringsbeleid over emissiereductie. Dit document bevat informatie over processen, emissiebronnen, emissies naar lucht en water, afval, emissie factoren, gebruik van energie en energiefactoren, emissiereductie, energiebehoud, onderzoek naar schone technologie normstelling en vergunningen.
