Regionaal en lokaal, uitwerking voor SceNe; een kwartet ruimtelijke SCEnario's voor NEderland

Abstract

This report is an elaboration for SCENE; four spatial SCEnarios for the NEtherlands. The SceNe-project is instigated by the Spatial Planning Bureau in the Netherlands. Aim of the project is to investigate possible combinations in the use of scenario methods on the one hand and the range of possible developments on the other hand. During the project, all stages of the construction of scenarios are passed and evaluated. Ultimately, recommendations will be made for future projects. This report contains essays on developments in urban, urban fringe and rural areas. In the essays possible developments are described and analyzed. Sketches and maps support the essays in order to illustrate the spatial effects of the described trends and developments. Main conclusions in this report relate to cooperation of design and research with regard to the construction of scenarios. Design and research should be combined during the construction of scenarios in order to have creative and analytical well-founded ideas of the future. The use of essays during the process of scenario constructions helps to combine design and research, but bear the limitation that it is difficult to construct integrated (spatial) scenarios.

In dit rapport wordt het onderdeel 'Regionaal en Lokaal' uitgewerkt. Dit is een onderdeel van het scenarioproject 'SceNe', een kwartet ruimtelijke Scenario's voor Nederland. De doelstelling van het scenarioproject is voor de lange termijn maatschappelijke ontwikkelingen welke ruimtelijk relevant zijn te verkennen. Op basis van de uitwerkingen van de scenario's worden aandachtspunten voor beleid opgesteld alsmede de uitwerking van de kennisagenda. Het rapport bevat essays over de ontwikkelingen in stad, stadsrand en landelijk gebied. In de essays worden mogelijke ontwikkelingen geschetst en geanalyseerd. Ontwerpschetsen en kaartbeelden illustreren de ontwikkelingen. Een belangrijke bevinding uit het project is de combinatiemogelijkheden van ontwerp en analyse. Bij het construeren van scenario's is het raadzaam een goede mix te vinden van (stedenbouwkundige en landschapskundige) ontwerpen en analyses om creatieve, maar ook analytisch onderbouwde scenario's te krijgen. Het gebruik van de essays laat wel zien dat deze ontwerpen vaak exemplarisch zijn en het moeilijk is een integraal ruimtelijk scenario uit te werken.
