Abstract
Voor de evaluatie van de implementatie van
kwaliteitszorgsystemen binnen het RIVM werd een kosten-baten onderzoek
uitgevoerd. De baten blijken grotendeels door het toepassen van een voor
dat doel ontwikkelde methode meetbaar gemaakt te kunnen worden. In essentie
bestaat deze methode uit het formuleren en toepassen van relevante
prestatie-indicatoren. Het meetinstrument blijkt in verschillende
werksituaties toepasbaar voor het meten en de monitoring van
kwaliteitsverbeteringen. Het grondpatroon en de aanpak van de methodiek is
in de vorm van een Handleiding als Bijlage aan dit rapport toegevoegd. Voor
de conclusies betreffende de kosten en de baten van kwaliteitszorgsystemen
wordt verwezen naar de daarvan gegeven samenvatting.
An investigation concerning costs-benefits was carried out for the evaluation of the implementation of quality systems in the National Institute of Public Health and the Environment. The benefits largely can be made measurably by the application of a special developed method. The method consists in essence of the development and application of relevant performance-indicators. It appears that the method can be employed in different work-situations for the measurement and the monitoring of quality-improvements. The fundamental features and the approach of the method are presented in an Appendix of this report as an Instruction Manual. For the summary of the conclusions, both concerning costs and benefits, the reader is referred to the included review.
