De functie van de milieu-indicatoren in het
Milieuprogramma van het Ministerie van Volkshuisvesting, Ruimtelijke
Ordening en Milieu, is het geven van inzicht in de ontwikkeling van de
milieudruk in Nederland, gerelateerd aan de doelstellingen van het
milieubeleid. In de periode 1994 - 1995 laat deze ontwikkeling in Nederland
een gevarieerd beeld zien. Ten opzichte van 1994 namen in 1995 de emissies
van ammoniak, fosfor en stikstofoxiden, de verzurende depositie, het storten
van vast afval en de hinder door geluid of stank af. Het gebruik van CFK's
en halonen is in 1995 zelfs helemaal gestopt. Daartegenover staat een
toename van de emissies van koolstofdioxide, zwaveldioxide en prioritaire
stoffen en van het gebruik van landbouwbestrijdingsmiddelen. De laatste
jaren is sprake van een sterke daling van het storten, lozen en verbranden
van afval door de doelgroepen industrie, consumenten en bouw, door een
toename van recycling. In 1995 is bij de industrie echter sprake van een
toename in de hoeveelheid gestort, geloosd en vebrand afval. Deze
conclusies kunnen worden getrokken uit de indicatoren die zijn gepubliceerd
in het Milieuprogramma 1997 - 2000 van de Nederlandse regering. Naast de
presentatie van deze indicatoren, geeft dit rapport een gedetailleerde
beschrijving en verantwoording van de methodiek en gebruikte gegevens van
deze indicatoren. Het rapport is de basis voor de actualisatie van de
indicatoren in 1997, in het Milieuprogrogramma 1998 -
2001.
The function of environmental performance indicators is to provide insight into the development of environmental pressure in the Netherlands in relation to environmental policy objectives. In 1995 these developments in environmental pressure in the Netherlands varied according to theme. Ammonia, phosphorus and nitrogen oxides emissions had in this year decreased in comparison with 1994, just as the deposition of acidifying compounds, dumping of solid waste and nuisance caused by odour and noise. The use of CFCs and halons came to a halt in 1995. However, emissions of carbon dioxide, sulphur dioxide and priority substances, as well as the use of agricultural pesticides, increased. Due to an increase in recycling, a large decrease in the disposal of solid waste has been seen over the years in the environmental performance indicators for the target groups industry, consumers and the building trade. However, in 1995, industry showed an increase in the disposal of solid waste. These are the conclusions derived from the environmental performance indicators published in the Dutch Government's Environmental Programme 1997 - 2000. Besides presenting these findings and conclusions, this report gives a detailed description and justification of all the environmental performance indicators. It will also serve as the basis for the publication of the indicators in 1997.
