This report describes in detail the assumptions and methodological choices during the development of an environmental pressure indicator based on the so-called distance-to-target (dtt) principle. The purpose of the indicator is to give insight in the effect of environmental policy on environmental pressure by priority chemicals. The indicator can be used for prioritizing emission reduction measures by allocating the share of individual chemicals and/or target groups in the total environmental pressure. Presently, the absence of validated emissions of priority chemicals is limiting the use of the indicator.

Dit rapport beschrijft de aannames en keuzes gemaakt tijdens de ontwikkeling van de milieudrukindicator verspreiding. Het doel van de milieudrukindicator is inzicht geven in de gevolgen van het milieubeleid op de milieudruk van prioritaire stoffen. Dit vindt plaats door toetsing van het verloop van de milieudruk aan wetenschappelijk onderbouwde reductiedoelstellingen, op diverse niveaus (basisindicatoren, deelindicatoren, totaalindicatoren). De bruikbaarheid van de indicator is sterk afhankelijk van de beschikbaarheid van gevalideerde emissies. De afgelopen jaren waren gevalideerde emissies van prioritaire stoffen niet beschikbaar.
