Abstract
De primaire doel van het onderzoek is om de aanames die
ten grondslag liggen aan het toekomstbeeld inzichtelijk te maken. Het
toekomstbeeld is een scenariobeeld dat als een referentiepunt kan dienen.
Op termijn zullen andere aannames kunnen worden bedacht, zoals bijvoorbeeld
ten aanzien van de woningdichtheid. Door deze aannames te varieren wordt
middels een gevoeligheidsanalyse inzicht in de orde van onzekerheden
gegeven.De ruimtelijke spreiding van wonen, werken en de infrastructuur is
op een dergelijk gedtailleerd ruimtelijk schaalniveau verkregen dat de
indicatoren ten aanzien van de fysieke leefomgeving meer betekenis krijgen.
Deze indicatoren tonen hoe de verwzhte effecten van alternatieve
beleidsvarianten op natuur, ecologie, landschap en bereikbaarheid beoordeeld
en gewaardeerd kunnen worden.
In the context of preparing the Netherlands' Fifth Memorandum on Spatial Planning to be issued in 2000, the RIVM and TNO Inro have developed a scenario for spatial developments in housing, employment and infrastructure for 1995-2020. This scenario is based on modelling of historical trends and assumptions about effects of spatial policies; it highlights quantitatively and on a low spatial scale the consequences for land use with reference to projections for population, dwellings and employment. The two models, Land Use Scanner and OPERA, are used respectively for spatial allocation of housing and employment. The resulting spatial structure in 2020 is evaluated in terms of the planning principles for national spatial policies.
