Abstract
In de toekomst wordt ter onderbouwing van het
milieubeleid jaarlijks een Milieubalans uitgebracht en vierjaarlijks een
Milieuverkenning. In de Milieubalans en de Milieuverkenning wordt periodiek
een kwantitatief beeld gegeven van de toestand en de ontwikkeling van het
milieu, uitgedrukt in een vaste set van 'graadmeters of indicatoren'. Voor
deze rapporten is een ontwerp gemaakt. Dit definitierapport vormt een
onderbouwing van de keuze van de indicatoren op het aandachtsgebied
afvalstoffen. Bij de keuze van graadmeters is rekening gehouden met een
tiental overwegingen waaronder milieurelevantie, meetbaarheid, stuurbaarheid
en representativiteit voor de gehele milieuproblematiek. Afval is een
probleem vanwege het volume, het ruimtebeslag, de emissies bij verwijdering,
het verlies van grondstoffen en energie en de kosten. Daarom is er voor
gekozen graadmeters te selecteren die iets zeggen over de mate waarin deze
problemen een oplossing vinden. Voor de graadmeters is nagegaan hoe de
monitoring in de toekomst plaats kan vinden. Ook is onderzocht hoe gekomen
kan worden tot inschattingen van de effecten van autonome ontwikkelingen en
maatregelen en instrumenten op het gebied van milieubeleid in het algemeen
en het afvalbeleid in het bijzonder. Daarbij wordt ook aandacht geschonken
aan de kosten van maatregelen. Het voorliggende rapport wordt verder
uitgewerkt in vervolg rapportages waarin ook rekening gehouden wordt met de
reacties op de voorgestelde ontwerpen voor de Milieubalans en
Milieuverkenning. Daarnaast zal het een rol spelen in het Meerjaren
Activiteiten Programma van het RIVM.
For use in future versions of the integrative reports called Milieubalans ('State of the Environment') and Milieuverkenning ('Environmental Outlook') RIVM has chosen to present an overview of environmental issues , especially those related to actual and future environmental policies in the Netherlands, in terms of so called target and related steering variables. This definition report describes the elaboration of this approach when it is applied to the area of waste disposal. Together with other definition reports it is supposed to be the justification of choises which are made in defining the minimum set of environmental indices in the future versions of the Milieubalans and the Milieuverkenning. The elaboration is guided by the waste problems which are identified: the volume of waste, the emissions of waste disposal facilities, the loss of raw materials and the costs of waste disposal. In this report attention is paid to the monitoring of waste (diagnosis) and the variables which influence future values of the environmental indices (prognosis). In conclusion an indication is given of the activities, which are advisable for the coming years. In the end of this year this report will be followed by an updated version.
