Abstract
De aanleiding voor deze studie vormde de behoefte bij
de Rijksplanologische Dienst van het Ministerie van VROM (Programma Ruimte
Water, Milieu) om de beschikbare kennis over de relaties tussen functies in
het landelijk gebied en de milieukwaliteit te ontsluiten en te integreren.
In dit rapport wordt een methode beschreven die is ontwikkeld om de relatie
tussen de ruimtelijke functies natuur en drinkwaterwinning en de
milieukwaliteit te kunnen analyseren. Daarnaast biedt deze methode, door
het opsporen van ruimtelijke relaties via lucht en water tussen gebieden en
functies, aanknopingspunten voor het formuleren van ruimtelijke strategieen
voor het oplossen van milieuproblemen. Het onderzoek naar de
milieukwaliteit in relatie tot de functies is geconcentreerd op de volgende
gebiedscategorieen: 1) de grote natuurgebieden uit de ecologische
hoofdstructuur, voornamelijk in hoog-Nederland ; 2) de grotere,
aaneengesloten kwel- en infiltratiegebieden ; 3) de veenweidegebieden ; 4)
en de grote oppervlaktewateren in verband met de bereiding van drinkwater.
Op basis van recente milieukwaliteitsgegevens, voor het grootste deel
ontleend aan de Milieubalans 1995 en 1996, wordt per gebiedscategorie een
rangschikking gemaakt van de voornaamste bedreigingen en worden voor zover
de 'stand der kennis' dat toelaat uitspraken gedaan over de belangrijkste
milieuproblemen, alsmede de regionale verschillen daarin. Deze verschillen
worden mede veroorzaakt door de variatie in de abiotische draagkracht van
het systeem. In het tweede deel van de analyses wordt uitgebreid ingegaan
op de ruimtelijke relaties tussen gebieden via stofstromen in lucht en
oppervlaktewater. Op basis van de analyse van de bedreigingen en potenties
voor de functies natuur en drinkwaterwinning, gelet op de milieubelasting en
de draagkracht van het abiotische systeem, en de ruimtelijke samenhang via
de stof- en waterstromen, worden ruimtelijke strategieen opgesteld. Deze
strategieen moeten worden beschouwd als indicaties voor oplossingsrichtingen
voor de geconstateerde bedreigingen.
This study focuses on the most vulnerable types of land use: nature related to land and water and drinking water supplies from groundwater and large surface waters. The sensitivity of these types of land use are compared to the environmental stresses. In areas where nature and drinking water are threatened or possibilities are not fully exploited, region specific strategies for environmental policy are formulated to balance environmental stresses and vulnerable land use. A large part of this study concentrates on developing methods to analyze the environmental stresses in relation to future and current land use. In areas with vulnerable land use the transport and destination of polluting components by atmosphere and surface waters are analysed. The groundwater flow pattern between seepage areas and infiltration areas is analyzed and related to the leaching of pollution in the infiltration areas. With this overview of environmental stresses strategies for protection of vulnerable land use in specific areas are formulated. In case of surface water pollution in regional water systems internal emissions determine most of the pollution. In the large watersheds feeding the main rivers most of the pollution comes from abroad. For atmospheric transport of polluting compounds destination is evenly devided between internal, inland and foreign sources of pollution. Based on environmental pressures and flow of pollution region specific strategies are formulated to protect vulnerable land use.
