dc.description.abstractAs a party to the United Nations Framework Convention on Climate Change, the Netherlands is committed to report Dutch greenhouse gas emissions to the climate secretariat. The scenarios presented in this report were prompted by the need for a better insight into the extent of current emissions and their future development. Scenarios included emissions of some fluorocarbons (HFCs, PFCs, FICs) and sulfur hexafluoride (SF6) in the Netherlands. In the reference scenario, emissions of HFCs, PFCs, FICs, and SF6 increase in the Netherlands from 886 (metric) tons in 1990 to 6841 tons in 2020. In the year 2000, these emissions equal about 9 Mtons of CO2 equivalents, or 5% of the Dutch CO2 target, set by the Dutch government. In 2020 emissions amount to 21 Mton CO2 equivalents, or 13% of the CO2 target in that year (i.e. a stabilization with respect to 2000). Scenarios assuming maximum emission control show emissions that are 40 - 50% lower than emissions in the no-control scenarios. In the scenario where use is restricted to stationary cooling and closed foam blowing, emissions are 15 - 25% lower in the no-control case, and 50 - 60% lower in the maximum emission control case than in the reference scenario. The largest reductions (up to 90%) are found in scenarios in which the compounds or blends used have an average GWP lower than 250.

Om een beter inzicht te hebben in de omvang van emissies en hun toekomstige ontwikkeling wordt in dit rapport een aantal scenario's gepresenteerd voor Nederlandse emissies van HFK's, PFK's, FIK's en SF6. In het referentie-scenario nemen de Nederlandse emissies toe van 886 ton in 1990 tot 6841 ton in 2020. De uitstoot kan in 2000 gelijk zijn aan ongeveer 9 Mton CO2-equivalenten, ofwel 5% van de Nederlandse CO2-uitstoot, die in dat jaar gerealiseerd moet zijn conform de regeringsdoelstelling. In 2020 is de berekende emissie opgelopen tot 21 Mton CO2-equivalenten, ofwel 13% van de CO2-doelstelling in dat jaar (stabilisatie op het niveau van 2000). In de scenario's met maximum emission control zijn de emissies na 2000 40 - 50% lager dan in de no control-scenario's. In het scenario waarin het gebruik beperkt is tot de toepassingen stationaire koeling en gesloten schuimen is de emissie 15 - 25% lager dan in het referentie-scenario, en in combinatie met maximum emission control 50 - 60% lager. De grootste reductie (tot 90%) wordt gevonden in het scenario waarin voor iedere toepassing geldt dat de gemiddelde GWP van de gebruikte stoffen lager dan 250 is.
