dc.description.abstractHet RIVM beschrijft hoe de streefwaarde in het Nederlandse milieubeleid voor chemische stoffen wordt toegepast en geeft aan wat de meerwaarde ervan is voor nu en in de toekomst. De Nederlandse streefwaarde, ook wel aangeduid als Verwaarloosbaar Risiconiveau, is de concentratie van een stof in het milieu waarbij risico's voor mens en ecosysteem verwaarloosbaar zijn. Bij de streefwaarde is inbegrepen dat mens en milieu aan meerdere stoffen tegelijk blootgesteld kunnen worden, waardoor deze beschermt tegen de risico's van deze mengsels. Het bereiken van de streefwaarde voor water, bodem en lucht is vanaf de jaren tachtig van de vorige eeuw een van de doelen van het nationale milieubeleid. Aan het begin van deze eeuw wordt de streefwaarde in veel beleidskaders echter niet meer expliciet genoemd. Een van de redenen is dat de Europese wet -en regelgeving in grote mate het nationale beleid bepaalt, maar binnen Europa bestaat geen equivalent van het Nederlandse verwaarloosbaar risiconiveau. De streefwaarde wordt op Europees niveau dan ook niet gebruikt als criterium om stoffen toe te laten of de risico's ervan te beoordelen. Het oorspronkelijke doel van de streefwaarde, mens en milieu beschermen tegen de risico's van mengsels van stoffen, staat echter onverminderd sterk in de belangstelling in verschillende (Europese) kaders. De streefwaarde biedt ook mogelijkheden om andere beleidsdoelen te bereiken. Zo zijn er stoffen waarvoor Europese of (inter)nationale regels vereisen dat emissies worden teruggebracht of geheel beeindigd. De streefwaarde kan worden gebruikt om deze eisen concreet en werkbaar in te vullen. De streefwaarde is daarmee een instrument dat als stimulans kan dienen om chemische stoffen verantwoord te gebruiken en zo bijdraagt aan een gezond en veilig milieu.
dc.description.abstractThe National Institute for Public Health and the Environment gives an overview of the use of the so-called "target value" in the environmental policy on chemical substances in the Netherlands. The Dutch "target value" is the environmental concentration of a compound at which risks for men and ecosystem are considered to be negligible. The target value, also indicated as "negligible risk level", takes exposure to multiple compounds into account. As from 1980's, reaching the target value for water, soil and air has been one of the goals of environmental policy. At the start of this century, however, the target value is no longer explicitly mentioned in most policy documents. One of the reasons is that European legislation determines the national policy to a great extent. An equivalent of the Dutch negligible risk level does not exist in Europe and is thus not used as a criterion for authorisation or risk assessment for substances. The original aim of the target value, protection against mixture toxicity, is recognised as a major issue in several (European) frameworks. The target value can be used to reach other policy aims as well. There are compounds for which emissions have to reduced or fully ceased according to European or (inter)national legislation. The target value can be seen as a practical application of these requirements. This makes the target value an instrument that may stimulate responsible and sustainable use of chemicals.
