dc.description.abstractIn de publieke opinie is een groeiende belangstelling voor de luchtkwaliteit, waarbij veel aandacht is voor de heersende fijnstofconcentraties (PM2,5). In antwoord op de groeiende belangstelling en het voldoen aan het gestelde in de wet- en regelgeving is het toerusten van monitoringsnetwerken met continue automatische PM2,5-meetsystemen nodig. Binnen de Nederlandse context gelden strikte eisen voor de prestaties van automatische continue meetsystemen. De eisen volgen uit de nieuwe Europese richtlijn voor luchtkwaliteit en schonere lucht voor Europa. Het belang dat aan deze eisen wordt gehecht blijkt uit een aantal (recente) uitspraken van de Raad van State. Om de eenduidigheid van toetsen van de heersende fijnstofconcentraties aan geldende wet- en regelgeving te garanderen staat de referentiegelijkwaardigheid bij de selectie van automatische continue meetsystemen centraal. Uit een gehouden vergelijkende test volgt dat er twee continue automatische meetsystemen aan de gestelde criteria voor referentiegelijkwaardigheid voldoen. Slechts een systeem levert daarnaast uurwaarden die wenselijk zijn om het concentratieverloop gedurende een dag te kunnen volgen, zodat het publiek hierover kan worden geinformeerd.
dc.description.abstractThere is a growing interest in the concentration of the finer fraction of Particulate Matter, PM2.5 (in the public domain) in the Netherlands. In answer to the growing interest, the monitoring system of this finer fraction needs to be improved. Improvement is also a necessity to fulfill the requirements of the new directive on cleaner air for Europe and air quality. Consequently, within the Dutch monitoring systems there are strict criteria for the performance of continuous automatic PM2.5 measurement systems. To guarantee a univocal check of the particulate matter concentration, following the upcoming EU Directive on ambient air quality and cleaner air for Europe, the equivalence of the measurement systems to the PM2.5 reference method is most important. The result of a PM2.5 continuous automatic monitoring system performance test is that there a two continuous automatic systems available that are equivalent to the reference method. Only one system has hourly mean values available to inform the public continuously.
