dc.description.abstractMagnetische velden in de buurt van bovengrondse hoogspanningslijnen leiden mogelijk tot een verhoogd leukemierisico bij kinderen. Daarom heeft het ministerie van I&M (voorheen VROM) in 2005 beleid gelanceerd dat gebaseerd is op het voorzorgsprincipe. Uitgangspunt van het beleid is dat rondom een hoogspanningslijn een magneetveldzone wordt vastgelegd waarin geen nieuwe woningen, scholen of kinderdagverblijven mogen worden gerealiseerd. Het RIVM heeft een handreiking ontwikkeld waarmee adviesbureaus de breedte van deze magneetveldzone kunnen bepalen. Naar aanleiding hiervan heeft het RIVM de breedtes vergeleken van de magneetveldzone die enkele adviesbureaus voor vijf standaardconfiguraties van hoogspanningslijnen hebben berekend. Voor de uitvoering van het beleid is het namelijk van belang dat de resultaten hiervan niet teveel van elkaar verschillen. Het ministerie heeft daarom gesteld dat de uitkomsten van de adviesbureaus voor de zonebreedte niet meer dan 5 meter van het gemiddelde van de berekende resultaten mogen verschillen. Het gebruik van eerdere versies van de RIVM-handreiking bleek tot te grote verschillen te leiden. Het RIVM heeft daarop de handreiking vereenvoudigd (versie 3.0). Met deze vereenvoudigde versie blijven de door de adviesbureaus berekende zonebreedtes wel binnen de gestelde marge van 5 meter. Adviesbureaus kunnen op basis van de vijf standaardconfiguraties laten zien dat ze in staat zijn een zoneberekening uit te voeren die overeenstemt met de handreiking en waarvan de resultaten binnen de 5 meter marge vallen. Het RIVM organiseert de toelatingsprocedure voor bureaus om op een lijst te komen met adviesbureaus die aan deze voorwaarden voldoen.
dc.description.abstractMagnetic fields near overhead power lines may lead to an increased risk of childhood leukaemia. Therefore, the Dutch Ministry of Infrastructure and the Environment (formerly the Ministry for Housing, Spatial Planning and the Environment) launched in 2005 a policy based on the precautionary principle. The policy approach is that a magnetic field zone around a power line is established in which no new housing, schools or nurseries can be realized. RIVM (National Institute for Public Health and the Environment) has developed a guideline that can be used by consultancies to determine the width of this magnetic field zone. RIVM compared the widths of the magnetic zone that some consultancies have calculated for five standard power line configurations. To implement the policy it is important that the results of the calculation do not differ too much. The Ministry requires that the zone widths calculated by the consultancies should not differ more than 5 meters from the average calculated zone width. Using earlier versions of the RIVM guideline led to differences that were too large. Subsequently RIVM simplified the guideline (version 3.0). Using this simplified version the zone widths calculated by the consultancies remain within the prescribed margin of 5 meters. On the basis of the five standard power line configurations consultancies may show that they are able to perform a zone width calculation in accordance with the guideline and whose results are within the margin of 5 meters. RIVM organizes the authorization procedure for consultancies to be admitted to the list of consultancies who meet these conditions.
