dc.description.abstractTer ondersteuning van het gebiedsgerichte beleid van rijk en provincies in het landelijk gebied zoals dat vorm wordt gegeven in het kader van de Bestuursovereenkomst Gebiedsgerichte Inrichting Landelijk Gebied is door het RIVM en Alterra, Research Instituut voor de Groene Ruimte, gezamenlijk een onderzoek verricht naar de akoestische kwaliteit van een aantal functiegerelateerde typen landelijk gebied. De onderzochte gebieden betreffen EHS gebieden (Ecologische Hoofd Structuur), stiltegebieden, landelijk wonen, verblijfsrecreatie en extensieve recreatie. Het onderzoek is een vervolg op de 'Quick-Scan' studie die Alterra heeft verricht naar de aantasting van de akoestische kwaliteit deze gebieden op basis van landelijke geluidkaarten die het RIVM voor de Milieubalans in 2001 heeft opgesteld voor de geluidbelasting (LAeq,24 uur) van wegverkeer (rijkswegen en provinciale wegen), railverkeer en luchtvaart. In het onderhavige vervolgonderzoek is de geluidbelasting voor de bovenstaande typen gebieden getoetst aan een op basis van de gebiedsfunctie gekozen gebruikelijke norm, zowel in de huidige situatie uitgaande van geluidkaarten uit de Milieubalans van 2001 als voor de geprognosticeerde toekomstige situatie uit de vijfde milieuverkenning van het RIVM voor 2030. In het onderzoek is een tevens raming gemaakt van kosten die voor rijkswegen en provinciale wegen nodig zijn om maatregelen te treffen teneinde aan de normstelling te voldoen. Daarnaast is een variant beoordeeld, waarbij de kosten niet zijn gebaseerd op een strikte normstelling maar volgens het ALARA principe (As Low As Reasonably Achievable. Uit het onderzoek blijkt dat voor een strikte realisatie van normen in de genoemde gebieden langs grote delen van rijks- en provinciale wegen in het landelijke gebied schermen en wallen nodig zijn, hetgeen tot buitenproportionele kosten leidt en praktische bezwaren heeft. Het alternatief, waarbij in de civieltechnische vervangingscyclus van rijkswegen en provinciale wegen steeds wordt gekozen voor de stilst mogelijke implementatie van wegdekken, verdient duidelijk de voorkeur, zowel vanuit praktische en visuele aspecten als uit kostenoogpunt.<br>
dc.description.abstractIn support of the area-oriented national and provincial policy in rural areas, as presented in the framework of the Administrative agreement on Area-oriented rural development, RIVM and Alterra, the main centre of expertise on rural areas in the Netherlands, cooperated in an investigation focusing on the acoustic quality of several types of function-related rural area . Areas investigated were: - The Ecological Main Network (EMN)-Quiet zones-Rural living areas-Environmentally friendly recreation -Extensive recreation This investigation was a follow-up to the 'Quick-Scan' study carried out by Alterra to test the deterioration of the acoustical quality of these areas, determining noise hindrance (in LA eq., over 24 hours) from national noise maps for road (national and regional), rail and air traffic.Noise hindrance for the above-mentioned types was tested against the standard chosen for the area's function on the basis of this function. This method was used both in the current situation, making use of noise maps from the Environmental Balance of 2001 and the future scenario from the RIVM's Fifth Environmental Report for 2030. During the investigation an estimate was made of the costs necessary for adopting measures for national and provincial roads so that the standards could be met according to objectives D1 (for noise levels under 37dB(A) and D2 (application of low-noise asphalt.The investigation has shown that in order to strictly meet the standards in the above-mentioned areas along large sections of national and provincial roads, acoustical barriers and walls will be necessary. This can lead to extra-proportional costs and practical objections. The alternative, in which a choice is made for the quietest form of road cover in the road cover replacement scheme for national and provincial roads, is considered as the most desirable solution, both from practical and visual points of view, and from the standpoint of costs.<br>
