    Publiekssamenvatting
    De implementatie in de Nederlandse wetgeving van de EG richtlijnen 80/799 (zwaveldioxide en zwevende deeltjes) en 85/203 (stikstofdioxide) is beschreven in dit rapport. De nadruk hierbij is gelegd op de monitoring van zwaveldioxide, zwevende deeltjes en stikstofdioxide in overeenstemming met de richtlijnen en de controle van de luchtkwaliteit. Informatie over emissies en concentraties van voornoemde stoffen wordt gegeven. Overschrijdingen van de EG en nationale grens- en richtwaarden zijn samengevat. Het beleid van Nederland inzake de vermindering van luchtverontreiniging is samengevat. De overschrijding van de EG grenswaarde voor zwaveldioxide op het station Born in 1987 is op gedetailleerde wijze beschreven met behulp van een speciaal voor dit doel ontworpen beoordelingsformulier. Hetzelfde is gedaan met de overschrijding van de EG grenswaarde voor stikstofdioxide op het station Utrecht-Wittevrouwenstraat in 1989.
    The incorporation of EC Directive 80/779 on sulphur dioxide and suspended particulates and Directive 85/203 on nitrogen dioxide into national law in the Netherlands is described. Attention is focussed on monitoring of the pollutants in compliance with the directives and the control of air quality. Information on the trend in emissions and concentrations of the pollutants in the period 1980-1990 is presented. Exceedances of EC and national limit and guide values are tabulated. The national policies on combatting air pollution are summarized. Concerning sulphur dioxide, the breach of the EC limit value at station Born in 1987 is described in great detail using an information and assessment sheet. The same is done with the breach of the EC limit value for nitrogen dioxide at station Utrecht-Wittevrouwenstraat in 1989.

      Evaluation of dry deposition measurements for monitoring application over the Speulder forest

      Since November 1992 continuous vertical concentration gradients of SO2, NO2 and NH3 as well as relevant meteorological parameters have been measured at a Douglas fir forest site in the Netherlands. It has been investigated whether these measurements are suitable for routine application and if annual average dry deposition fluxes can be estimated. It was found that the gradient method for SO2 and NH3 routine application is possible and annual average fluxes can be estimated. Routine application for NO2 is not yet possible because of frequent instrumental failure and because the influence of chemical reactions on the fluxes can not yet be separated from deposition fluxes. From the results of the measurements dry deposition parameters have been derived. In this report the primary results for SO2 and NH3 are presented. Surface resistances for SO2 and NH3 show strong diurnal variations during dry conditions. Lowest values occur during the daytime. When the leaf surface is wet, Rc values are generally low, independent on the time of the day. An Rc parameterization for SO2 derived from analogous measurements over a heathland was tested at the forest site, A good agreement between measured and modelled dry deposition velocities was obtained with no systematic deviations (40% of variance accounted for). A first order surface resistance parameterization for NH3 has been derived from the measurements at Speulder forest. Under conditions of deposition there is a reasonable agreement between deposition velocities obtained from the parameterization and from the measurements (25% of variance accounted for). Under conditions of emissions ( time), however, there is no agreement between the modelled and 'measured' Vd.<br>

      Deze rapportage is gebaseerd op rapportages van provincies en gemeenten over overschrijding van de (uitzonderings-)grenswaarden voor zwaveldioxide, fijn stof (zwarte rook), stikstofdioxide, koolstofmonoxide, lood en benzeen. Rond industriele gebieden zijn geen overschrijdingen van grenswaarden gerapporteerd. Op 99 wegvakken werden overschrijdingen van (uitzonderings)grenswaarden gerapporteerd: 62 keer benzeen, 35 keer stikstofdioxide en 2 keer koolstofmonoxide.
