    Publiekssamenvatting
    Het stralingsniveau aan de terreingrens van kerncentrale Borssele lag in 2006 onder het toegestane maximum. Dit blijkt uit controlemetingen van het RIVM.
    Volgens de Kernenergiewetvergunning moet de centrale ervoor zorgen dat personen buiten de terreingrens een effectieve stralingsdosis ontvangen van ten hoogste 40 microsievert per jaar. Om dit te controleren wordt op acht punten op de terreingrens het stralingsniveau gemeten. Dit gebeurt met het door het RIVM beheerde MONET-meetnet. Van de meting wordt vervolgens de natuurlijke achtergrondwaarde afgetrokken. Om het resultaat te vertalen naar effectieve stralingsdosis voor een persoon, wordt de zogeheten Actuele Blootstellings Correctiefactor (ABC-factor) toegepast. ABC-factoren hangen samen met de bestemming van het gebied waar de effectieve stralingsdosis kan worden opgelopen. Rond Borssele geldt een ABC-factor van 0,2.
    In opdracht van de Kernfysische Dienst van het ministerie van VROM rapporteert het RIVM jaarlijks of de kerncentrale aan deze vergunningseis voldoet. In dit rapport zijn voor 2006 de daggemiddelden van de acht MONET-monitoren rond de kerncentrale weergegeven. Ook wordt uitgelegd hoe op elk meetpunt de achtergrondwaarde is bepaald. In 2006 bedroeg de hoogste waarde, na aftrek van de natuurlijke achtergrond, 85,1 microsievert. Na toepassing van de ABC-factor resulteerde dit in een maximale effectieve dosis van 17 microsievert.

    In 2006, the radiation level at the site boundary of the Borssele nuclear power plant (NPP) was below the maximum permitted level. This is the conclusion of this report based on field measurements carried out by the RIVM.
    Dutch legislation on the use of nuclear energy requires that the maximum effective dose received by persons outside the site boundary of the NPP Borssele does not exceed 40 microsievert annually. Control measurements of the radiation level were therefore carried out at eight locations at the site boundary, within the framework of the MONET monitoring network, which falls under the administrative management of the RIVM. The measurements are processed by first subtracting the natural background value from the measured value and then translating the result into the effective radiation dose for an individual, by applying the so-called ABC-factor (actual exposure correction factor). ABC-factors are closely linked with the specific use of the site where the effective radiation dose can be incurred. An ABC-factor of 0.2 for the site boundary of the NPP Borssele has been set by legislation.
    By order of the Department of Nuclear Safety, Security and Safeguards of the Ministry of Housing, Spatial Planning and the Environment of the Netherlands, the RIVM reports annually on whether the NPP Borssele meets this criterion for maintaining its license. Both the daily averages of the eight MONET monitors around the NPP Borssele and an explanation of how the background level at each measuring location was determined are provided in the report. In 2006, the highest value, following the correction for the natural background level, amounted to 85.1 microsievert. This was translated into a maximum effective dose of 17 microsievert following the application of the ABC-factor.
