Het bijlagenrapport heeft nummer 680717024-B Van 1996 tot en met 2008 zijn in de kleiregio in Nederland als gevolg van het mestbeleid gemiddeld genomen minder meststoffen op landbouwbedrijven gebruikt. Hierdoor is de bodem van deze bedrijven minder belast met meststoffen, en zijn de zogenoemde bodemoverschotten afgenomen. Een bodemoverschot is het deel van mest dat gewassen niet gebruiken om te groeien en naar het grondwater en oppervlaktewater kan uitspoelen. Ook is de kwaliteit van dit uitspoelingswater verbeterd. Dit blijkt uit het overzicht dat het RIVM en het LEI, onderdeel van Wageningen Universiteit en Research Centrum, hebben gemaakt op basis van gegevens van het Landelijk Meetnet effecten Mestbeleid (LMM) in de kleiregio. Deze regio omvat meerdere gebieden, verspreid over Nederland. Concentraties fluctueren door de jaren heen De waterkwaliteit is getoetst door de nitraatconcentratie in het uitspoelingswater op de bemonsterde landbouwbedrijven te meten. Deze concentraties zijn gedaald, maar de gemiddelde concentraties per jaar vertonen in de onderzochte periode een grillig patroon. Dit heeft onder andere te maken met de weersinvloeden, zoals de hoeveelheid regen. Deze effecten maken het moeilijk om een directe relatie te leggen tussen de gedaalde bodemoverschotten en de verbeterde waterkwaliteit in de kleiregio. Evaluatievragen Met behulp van deze resultaten wordt het kleiprogramma, dat sinds 1996 bestaat, de komende maanden geëvalueerd. Hierbij wordt onder andere bekeken of de huidige strategie en manier van bemonsteren de beste manier is om veranderingen in de uitspoeling van meststoffen te bepalen. En daarmee of de strategie van het LMM voor de kleiregio nog voldoet om de beleidsvragen waarvoor het LMM indertijd is opgericht, te beantwoorden. Daarnaast wordt de relatie tussen mestgebruik en kwaliteit van het uitspoelingswater nader onderzocht.
dc.description.abstractOn average, the amount of fertilizer used on Dutch farms in the clay region declined during the period 1996-2008 as a result of the minerals policy. This has resulted in a decline in the nitrogen and phosphate loads of the soil, as well as in a fall in the so-called soil surpluses of nitrogen and phosphate. A soil balance surplus is that portion of the fertilizer which is not used by crops for growth and which has the potential to leach into the groundwater and surface water. The quality of this leaching water has also improved on average during this period. This is the conclusion drawn by researchers from the LEI of Wageningen University and Research Centre and the RIVM based on the results of a survey carried out jointly by both institutions using data on the clay region provided by the Landelijk Meetnet effecten Mestbeleid (LMM). The clay region comprises several areas that are dispersed throughout the Netherlands. Concentrations fluctuate over the years The quality of the leaching water on the sampled farms was tested for nitrate. Nitrate concentrations have dropped, but the annual average concentrations over the entire measured period show a fluctuating pattern. Many factors may account for this pattern, including weather conditions, such as the amount of rainfall. Due to these effects, it is difficult to clearly elucidate the relationship between soil balance surpluses and nitrate concentrations in the leaching water for the clay region. Questions for evaluation The results of this survey will be used as the basis for an evaluation of the LMM in the clay region. Among the points to be addressed is whether the current strategy and method of sampling is the best way to determine changes in nutrient leaching. Also to be explored is how the representativeness of the LMM for agricultural activities in the clay region can be increased at no or low cost and how the analysis of the trend and status determination can be improved.
