This report describes the finalizing stages of the realization of the radioactivity monitoring network (LMR) during the period 1 April 1989 till 14 March 1990 and the first operational phase from the official opening (14 March) till 31 December 1990. The technical realization of the network was accompanied by four major modifications on the aerosol monitors and the implementation of 44 gamma radiation monitors end 1989. The automatic warning facilities of the network are completely functioning and the 'network technician on duty' can monitor the network with his so-called 'LMR-home-PC'. The data collected in the period of 1 April 1989 till 31 December 1989 are reported here. An impression of possible correlations between radiation data and weather is given. In future the data will be presented in annual reports, the first to be published in 1991.
