dc.description.abstractIn opdracht van de VROM-Inspectie (VI) is onderzocht welke typen bedrijven en instellingen in aanmerking komen voor het VI-project Klimaat en Energie, dat energiebesparing bij bedrijven wil bevorderen. Het project zal zich richten op branches en sectoren die nog niet deelnemen aan een energiebesparingsconvenant met de overheid of het CO2-emissiehandelsysteem, maar toch een aanzienlijk energieverbruik en besparingspotentieel kennen. Een groot deel van de sector 'Handel, Diensten en Overheid' (HDO) komt in aanmerking voor het project van de VROM-Inspectie. De HDO-sector is verantwoordelijk voor 12% van het energieverbruik in Nederland, en kent een groot besparingspotentieel. Veel branches binnen deze sector kennen een aanzienlijk energieverbruik (5 petajoule of meer) en nemen niet deel aan een energiebesparingsconvenant. Het gaat om de branches recreatie, gezondheidszorg en welzijn, groothandel, detailhandel, autohandel en -reparatie, horeca, en zakelijke en financiele dienstverlening. De grootste besparingsmogelijkheden die zichzelf binnen vijf jaar terugverdienen zijn te realiseren op het gebied van elektriciteitsverbruik van apparaten en verlichting. Isolatie van bestaande gebouwen levert ook een aanzienlijke energiebesparing op, maar heeft vaak een langere terugverdientijd en kan daarom vaak niet verplicht gesteld worden. Een belangrijk deel van de sector industrie, die ongeveer 30 procent van het energieverbruik in Nederland voor haar rekening neemt, komt niet in aanmerking voor het VI-project. Circa 90% van het energieverbruik van deze sector komt namelijk voor rekening van bedrijven die al deelnemen aan energiebesparingsconvenanten (het Convenant Benchmarking en de Meerjaren Afspraken Energie-efficientie, MJA) of aan het CO2-emissiehandelssysteem. Bij deze bedrijven ligt het grootste besparingspotentieel. Industriele sectoren die grotendeels nog niet deelnemen aan een energiebesparingsconvenant of het emissiehandelsysteem, en toch een aanzienlijk energieverbruik kennen (5 petajoule of meer), zijn de producenten van machines en apparaten, de metaalelektro-industrie, de grafische industrie en de diervoederindustrie.
dc.description.abstractThe VROM Inspectorate (VI) ordered an investigation to determine which types of companies and institutions would qualify for the VI project Climate and Energy, which aims to stimulate companies to save energy. The project will focus on branches and sectors that, currently, are not participating in government energy conservation agreements or the Greenhouse gas Emission Trading System, but that have a high energy consumption and a significant potential for conserving energy. A large part of the Dutch trade, services and government sector (Handel, Diensten en Overheid (HDO)) qualifies for participation in the project of the VROM Inspectorate. This HDO sector is responsible for 12% of the energy use within the Netherlands and has large energy-saving potential. Many of the branches within this sector use a considerable amount of energy (five petajoules or more), but are not part of any energy conservation agreement. The branches involved are: recreation; healthcare and welfare; wholesale; retail; car trade, maintenance and repairs; food services; and commercial and financial services. The largest energy conservation measures for which the costs could be recovered within five years, relate to power consumption by machines, appliances and lighting. Insulation of existing buildings could also realise substantial energy savings, although the cost-recovery time would be longer and, therefore, these measures often are not mandatory. An important part of the industrial sector, consuming around 30 per cent of the energy within the Netherlands, does not qualify for participation in the VI project. In this sector, around 90% of the energy is used by companies that already participate in energy conservation agreements (the Covenant Benchmarking, and the Long-term agreements on energy efficiency (LTA3)), or in the Greenhouse Gas Emission Trading System (EU ETS). These companies have the largest potential for saving energy. Industrial sectors that, as yet, do not participate in energy conservation agreements or in the Emission Trading System, but that use a considerable amount of energy (five petajoules or more), include manufacturers of machineries and appliances, the metal and electronics industry, the printing industry, and the animal feed industry.
