dc.description.abstractDe overheid stimuleert dat mensen gezonde voeding en veilig voedsel eten. Een onmisbaar instrument om dit beleid te onderbouwen en te evalueren is de voedselconsumptiepeiling (VCP), die dit jaar 25 jaar bestaat. Hierin wordt gedetailleerd in kaart gebracht wat de Nederlandse bevolking eet en drinkt. Het RIVM heeft nu een afgeslankt en herijkt voedingspeilingsysteem ontwikkeld, omdat de uitvoering van het systeem vanwege de taakstelling en beschikbare financiële middelen onder druk staat. Minder inzicht in voedingspatroon subgroepen Het aangepaste systeem levert nog altijd essentiële basisinformatie op om beleid te ontwikkelen en te evalueren voor de beleidsthema's voedselveiligheid, gezonde leefstijl en informatieverstrekking naar de consumenten. Op verzoek van het ministerie van VWS wordt eraan gewerkt de gegevens ook voor andere doeleinden in te zetten. Het systeem geeft echter minder inzicht in de voeding die bepaalde subgroepen van de bevolking consumeren, zoals baby's, hoogbejaarden en zwangeren. Hetzelfde geldt voor voedingsmiddelen die door weinig mensen worden gegeten. Invulling drie modules Het afgeslankte voedingspeilingsysteem behoudt de drie oorspronkelijke modules. Module 1 is de belangrijkste module. Om de zes jaar vindt uitgebreid voedselconsumptieonderzoek plaats onder personen van 1 tot en met 79 jaar. In deze periode wordt vier jaar lang data verzameld. De deelnemers wordt dan gevraagd wat zij eten en drinken op twee specifieke dagen; voor kinderen en ouderen wordt dat ondersteund met een dagboekje. Daarnaast vullen deelnemers een vragenlijst in. Module 2 richt zich op voedingsstatusonderzoek van de algemene bevolking, dat met andere monitorings- en cohortstudies wordt uitgevoerd. Voedingsstatusonderzoek geeft inzicht in de gehalten van specifieke vitaminen en mineralen in bloed of urine. Module 3 omvat aanvullend onderzoek, afhankelijk van beleidsbehoeften. Belangrijke wijzigingen Belangrijke wijzigingen zijn: het aantal jaren waarin gedurende de onderzoekscycli (module 1) gegevens worden verzameld, is toegenomen van drie naar vier jaar. Daarnaast wordt hetzelfde aantal deelnemers over een bredere leeftijdgroep (van 1 tot en met 79 jaar, in plaats van 6 tot en met 69) verspreid. Bij module 2 en 3 vervalt het onderzoek naar de voedselconsumptie en de voedingsstatus onder subgroepen. Door de wijzigingen zijn de kosten per jaar lager.

The government also stimulates people to follow food safety advice and to eat a healthy diet. An essential tool to underpin and evaluate this policy is the food consumption survey (VCP), which in 2012 has been in place for 25 years. The food consumption surveys map out in detail what people in the Netherlands eat and drink. The National Institute for Public Health and the Environment (RIVM) has now revised the dietary monitoring system (size reduction and recalibration) because limited resources in the public sector had put its implementation under pressure. Less insight into the diet of population subgroups The modified system still provides essential basic information needed to develop policies and evaluate policy themes of food safety, healthy lifestyle and information provision. At the request of the Ministry of Health, Welfare and Sport (VWS) efforts are being undertaken to use the data also for other purposes. The revised system does, however, give less insight into the food consumption of certain population subgroups such as, infants, the very elderly and pregnant women. The same applies to foods that are eaten by only a few people. Three modules The revised dietary monitoring system retains the original three modules. Module 1 is the main module. Every six years extensive food consumption research is conducted among persons aged 1 to 79 years. For this purpose, data collection is done over a period of four years. Participants are asked what they eat and drink on two specific days, for children and the elderly this is supported by a food diary. In addition, participants complete a questionnaire. Module 2 focuses on nutritional status surveys in the general population, in collaboration with other monitoring and cohort studies. The nutritional status module provides insight into the levels of specific vitamins and minerals in blood or urine. Module 3 includes additional research, depending on policy needs. Major changes Major changes to the system are as follows: in the research cycle (module 1), the number of years for data collection has been increased from three to four years. In addition, while the same number of participants has been included, the age group has been broadened (to 1 to 79 years, instead of 6 to 69 years). In modules 2 and 3, research on food consumption and nutritional status among subgroups has stopped. The changes will result in a reduction of costs per year.
