dc.description.abstractIn opdracht van de VROM Inspectie is door het RIVM een pilot studie verricht naar de inzetmogelijkheden van een mobiel laboratorium bij handhavingsacties. Het doel van de pilot studie was om het nut en de noodzaak van de inzet van een dergelijke voorziening bij de controle van afval transporten over de weg, het water en het spoor in kaart te brengen. Het RIVM heeft voor de monsterneming en de (veld) analyse van afvaltransporten en de hiervoor benodigde inzet van mensen en middelen nauw samengewerkt met twee andere onderzoeksinstituten, te weten het Nederlands Forensisch Instituut (NFI) en het douanelaboratorium (DL). In het onderzoek is geconcludeerd dat de handhaver de aanwezigheid van een mobiele laboratorium als zeer waardevol ervaart. Het mobiel laboratorium blijkt vooral effectief te zijn op controlelocaties waar veel doorstroming is van afvaltransporten. Verder blijkt de effectiviteit af te hangen van de doelgroep van de handhaver. Het aantal opdrachten van de Inspectiemedewerker voor monsterneming en veldanalyse van afvaltransporten is van invloed op de doelmatigheid van de inzet van de aanwezige meetploegen van het RIVM, NFI en DL. De resultaten van de veldmetingen uitgevoerd in het mobiel laboratorium blijken voor de inspectiemedewerker een goede basis te leveren voor de besluitvorming om monsters van verdachte afvalstoffen aan een vervolgonderzoek op een instituutslaboratorium te onderwerpen. Op grond van het onderzoek beveelt het RIVM aan om het gebruik van een mobiel laboratorium bij transportcontroleacties en zo mogelijk andere handhavingsacties voort te zetten en verder te ontwikkelen. De VROM Inspectie wordt in overweging gegeven om het mobiel meten als een integraal onderdeel op te nemen in de handhavingstrategie.<br>
dc.description.abstractIn a pilot study for the Environmental Inspectorate of the Ministry of Housing, Spatial Planning and the Environment (VROM), the RIVM investigated the usefulness and the necessity of a mobile laboratory as a facility to be located at different locations in the Netherlands for enforcing the national and international legislation on the transport of waste products. The main target for the Inspectorate and other co-operating supervising authorities during monitoring actions is to study the type of (suspected) waste product and the chemical composition of this product. This study was carried out in co-operation with the National Forensic Institute and the Customs Laboratory from 1 June 2001 to 30 April 2002. The RIVM co-operated with these institutes in four projects, i.e. TC 2001, SWITCH, ZOM and TC 2002. RIVM concluded that the effectiveness and efficiency is influenced by the selection of control locations, the unfamiliarity among some inspectors with the mobile laboratory and the shortcomings of enforcing the legal obligations in the classification of suspected waste products. In the opinion of the enforcement and supervising authorities, the mobile laboratory will be useful and necessary. RIVM recommended that the Inspectorate continue to use a mobile laboratory as an integral part of the enforcement actions. There is both a need to develop methods of chemical analysis and to conduct a survey of substance parameters for investigation and classification of the type and chemical composition of waste products effectively.<br>
