    In het kader van het Convenant Verpakkingen wordt door het RIVM jaarlijks gemeten hoeveel verpakkingsmateriaal als afval vrijkomt en hoeveel wordt hergebruikt. De meting heeft betrekking op verpakkingafval afkomstig van huishoudens, de kantoor-,winkel -en dienstensector en de industrie. De hoeveelheid verpakkingsafval uit huishoudens wordt bepaald aan de hand van sorteeranalyses van het RIVM (afval samenstelling) in combinatie met gegevens van het CBS (hoeveelheid afval). In de twee overige sectoren wordt gebruik gemaakt van een enquete. Tussen 1996 en 1997 steeg de totale hoeveelheid verpakkingsafval met circa 0,5 %. De stijging komt nagenoeg geheel voor rekening van het huishoudelijk verpakkingsafval.Ten opzichte van 1986 steeg de totale hoeveelheid met ongeveer 17%. In 1997 werd 55% van het verpakkingsafval hergebruikt. Dat is 3% meer dan in 1996. Daarbij lagen glas (75%), papier (65%) en blik (72%) boven het gemiddelde. Het hergebruik van aluminium (15%) en kunststof (12%) blijft bescheiden. De vrij grote groei van het hergebruik van blik is te danken aan meer verbrandingscapaciteit en meer verbrand huishoudelijk afval. De uit de reststoffen terug gewonnen hoeveelheid blik is daarmee teogenomen.
    This analysis forms part of a monitoring system to check on the progress made in realizing the objectives laid down in the Dutch Packaging Convenant (an agreement between the Dutch government and 'the packaging chain'). It provides information on the amount, composition and destination of packaging waste from households, the commercial sector and the industry. The amount and composition of packaging waste originating from households has been measured for the last 20 years by means of sorting analyses. Questionaires were used to measure packaging waste from the commercial and indutrial sectors for 1992-1997. Between 1996 and 1997 the total amount of packaging waste increased by 0.5 %. The increase was almost totally caused by the increase of packaging waste originating from households. Compared to 1986 the total amount of packaging waste increased by approximately 17%. In 1997 about 55% of the total amount of packaging waste is reused. That is 3 % more than in 1996. Glass (75%), paper (65%) and steel (72%) do score higher than the overall average. Reuse of aluminum (15%) and plastic (12%) remains modest.
