dc.description.abstractNederland vormt ten opzichte van de ons omringende landen geen uitzondering wat betreft de gemeten concentraties van fijn stof. Ook neemt Nederland geen uitzonderingspositie in wat betreft de gebruikte de gebruikte meetmethoden en aantal meetstations om de concentratie in de lucht te bepalen van fijn stof (PM10), zeer fijn stof (PM2,5) en vluchtige organische stoffen (VOS). Dit blijkt uit onderzoek van het RIVM naar luchtkwaliteitsmetingen in Nederland, Belgie, Duitsland, Denemarken, Frankrijk en het Verenigd Koninkrijk. In dit onderzoek zijn tevens de emissiecijfers uit 2000 van PM2.5, VOS en ammoniak van deze landen met elkaar vergeleken. Deze cijfers worden als referentiejaar gebruikt om de nieuwe Europese emissieplafonds voor 2020 te bepalen. Er zijn geen aanwijzingen gevonden dat de emissiecijfers van bepaalde landen structureel zijn over- of onderschat. De nieuwe emissieplafonds zullen in de loop van 2009 door de Europese Commissie worden voorgesteld. De Commissie heeft in dit verband laten berekenen wat per land de meest kosteneffectieve emissiereducties zijn om de Europese milieudoelstellingen te halen. Voor Nederland vallen deze reducties voor PM2,5, VOS en stikstofoxiden (NOx) wat lager uit dan voor de omringende landen.
dc.description.abstractMeasured levels of particulate matter concentrations in the Netherlands are not exceptional relative to those of neighbouring countries. The Netherlands is also not unique in terms of the measurement methods and the number of measuring stations used to determine the concentration of particulate matter (PM2.5 and PM10) and volatile organic compounds (VOC). This is the conclusion of a study carried out by RIVM on air quality measurements in the Netherlands, Belgium, Denmark, France and the United Kingdom. This study also compared the 2000 emission data of PM2.5, VOC and ammonia of these same countries. These data are used as the reference year to determine the new European emission ceilings for 2020. No indications of structural over- or underestimations of the emission data by individual countries were found. The new emission ceilings will be proposed by the European Commission in early 2009. Within this framework, the Commission has directed the International Institute for Applied Systems Analysis (IIASA) to compute the most cost-effective measures for achieving the European air quality goals on a per-country basis. For the Netherlands, the emission reductions for PM2.5, VOC and nitrogen oxides (NOx) will be slightly smaller than those for neighbouring countries.
