dc.description.abstractEen van de conclusies van deze evaluatie is dat het milieubeleid effect heeft, echter onvoldoende om doelstellingen tijdig te halen. Bij volledige uitvoering en naleving van de voorgenomen - veelal kwetsbare - maatregelen zullen de emissies van de meeste milieubelastende stoffen verder dalen. Deze positieve ontwikkeling betreft vooral de milieuthema's verzuring, vermesting, verspreiding en verwijdering. Om de in het NMP geformuleerrde (tussen-)doelstellingen voor 2000 volledig te realiseren zullen echter extra inspanningen nodig zijn. De belangrijkste tegenvaller doet zich voor bij het thema klimaatverandering. De uitstoot van CO2 zal de komende jaren, ondanks de beleidsinspanningen, naar alle waarschijnlijkheid een stijgende trend blijven vertonen. de totale milieukosten zullen bij uitvoering van alle voorgenomen maatregelen oplopen tot ongeveer 20 miljard gulden in 20000. Dit betekent een verdubbeling ten opzichte van 1990. Daarmee bedragen de milieukosten in dat jaar ruim 3% van het bruto nationaal product. In 1990 was dit 2%. In de afgelopen jaren is de milieubelasting per eenheid BNP en per hoofd van de bevolking veelal gedaald. De voortgaande groei van bevolking, productie en consumptie leidt ertoe dat de emissies en afvalstromen steeds de neiging hebben om weer toe te nemen, indien niet voortdurend extra technische of organisatorische maatregelen worden getroffen. Tot op heden konden de emissies en afvalstromen nog tegen relatief lage kosten worden verminderd. Bij een voortgaande economische groei en een toenemende bevolkingsomvang zullen, als technische doorbraken uitblijven, de in de toekomst benodigde maatregelen echter steeds duurder en organisatorisch complexer worden om de in 2000 bereikte emissieniveaus vast te houden of verder te verlagen tot het niveau van de uiteindelijke doelstelling of van de natuurlijke draagkracht.<br>
dc.description.abstractThe conclusion of this third evaluation is that the environmental policy does have an effect, albeit insufficient to attain targets on time. If the measures that have been proposed - which are often vulnerable - are fully implemented and complied with, the emissions of most pollutants will decline further. This positive development mainly concerns the following areas of environmental concern: acidification, eutrophication, dispersion and disposal. However, further action will be required if the interim targets for the year 2000 laid down in the National Environmental Policy Plan are to be fully achieved. The most significant disappointment is in the realm of climate change. Despite the measures taken, CO2 emissions will probably continue to increase over the next few years. Assuming that all of the adopted measures are implemented, the total environmental costs will add up to approximately 20 billion guilders in the year 2000. this means that costs will be twice as high as they were in 1990. The environmental costs will comprise more than 3% of the gross national product, compared to 2% in 1990. Recent years have generally seen a reduction in environmental pollution per unit of GNP and per capita. The population, production and consumption are constantly growing, which translates into increases in emissions and waste flows if extra technical or organizational measures are not continually taken. Until recently, the emissions and waste flows could be curbed at relatively low cost. However, if economic growth and the size of the population continue to increase, the measure necessary to maintain the emission levels achieved in 2000 or further reduce then to the ultimate target or the natural carrying capacity will become more and more expensive and complicated in the future, barring technical breakthroughs.<br>
