dc.description.abstractDe Gezondheidsraad heeft in 2008 gesignaleerd dat de wetenschappelijke kennis over stralingsbescherming in Nederland afneemt. Dit wordt bevestigd door een enquête en een workshop onder deskundigen die RIVM uitvoerde in samenwerking met de Nederlandse Vereniging voor Stralingshygiëne (NVS). De aanwezige expertise lijkt onvoldoende om in de toekomst hoogwaardige opleidingen op het gebied van stralingsbescherming te waarborgen. Hetzelfde geldt voor de beantwoording van maatschappelijke stralingsvragen. Daarbij gaat het bijvoorbeeld om vragen die samenhangen met veranderingen in nucleaire activiteiten, de gevolgen en bestrijding van mogelijke grootschalige kernongevallen, de verwerking en opslag van radioactief afval, en onzekerheden in de stralingsrisico's bij lage blootstellingen. Een mogelijke oplossing is de oprichting van een (virtueel) kenniscentrum of een onderzoeksschool met één of enkele leerstoelen of lectoraten, waar kennis wordt ontwikkeld, onderhouden en geïntegreerd. Zo'n centrum moet breed gedragen zijn door deskundigen en participerende instituten en financieel door de overheid worden ondersteund. Stralingsbescherming In het dagelijks leven wordt iedereen blootgesteld aan kleine hoeveelheden straling. Dit kan straling zijn die van nature in onze leefomgeving aanwezig is, door radioactieve stoffen in binnenmilieu, bodem, en voeding en door straling vanuit de ruimte. Maar ook via medische diagnostiek en behandelingen staan mensen aan straling bloot. Verder kunnen industriële toepassingen blootstelling veroorzaken. De stralingsbescherming is erop gericht onbedoelde blootstelling aan ioniserende straling zoveel mogelijk te beperken. Kennis van dit vakgebied omvat vraagstukken als: wat doet straling, hoe meet je het, hoe kun je je ertegen beschermen, en welke maatregelen zijn nodig om de blootstelling aan straling en risico's te beperken. Onderzoek en onderwijs Uit de [onderzoeks]resultaten volgt dat de wetenschappelijke kennisbasis op stralingsbeschermingsgebied verspreid is over meerdere, relatief kleine onderzoeksgroepen. Verder wordt de continuïteit van de kennis bij diverse groepen bedreigd als gevolg van de vergrijzing. Het medisch stralingsonderzoek naar methodeontwikkeling voor radiotherapie is de afgelopen jaren wel toegenomen, maar de omvang van traditioneel stralingsbeschermingsonderzoek krimpt. Daardoor neemt de kennis in Nederland van nieuwe ontwikkelingen in het vakgebied per saldo af. Ook dreigt een tekort aan wetenschappelijk gekwalificeerde opleiders voor de inhoudelijk diepgaander opleidingen op stralingsbeschermingsgebied. Bovendien is geconstateerd dat sociaalwetenschappelijke aspecten bij stralingsvraagstukken, zoals de expertise over de communicatie over en perceptie van stralingsrisico's, onvoldoende geborgd zijn. De inrichting van een kenniscentrum biedt een oplossingsrichting.

This statement is further supported by a survey and subsequent workshop among radiation experts that was conducted by the RIVM in cooperation with the Dutch Society on Radiation Protection. The current scientific expertise is probably insufficient to guarantee future high level scientific education on radiation protection. The same could hold for assuring adequate response to societal questions on radiation related issues, such as questions related to changes in nuclear industrial activities, the evaluation of consequences of large scale nuclear disasters, the handling and disposal of radioactive waste, and the assessment of risks related to low level radiation doses. A possible solution is the establishment of a (virtual) scientific knowledge centre for radiation expertise, where knowledge is developed, maintained and integrated from different fields of expertise. Such a centre should facilitate a broad collaboration from experts and participating institutes. Radiation protection Everybody is exposed to some radiation in every day life. Exposure to radiation occurs through natural sources of radioactivity in the indoor environment, in soil, and food and through exposure to cosmic radiation. Exposure can also occur in medical diagnostics and radiation treatments. In addition industrial sources can lead to exposure. Radiation protection aims to keep undesired and unnecessary exposure to sources of ionizing radiation as low as reasonably achievable. Radiation protection deals with questions such as: what are the effects of radiation, how should it be measured, how to protect against harmful effects, and what countermeasures can be used to limit radiation exposure and risks. Research and education In the Netherlands the scientific research in radiation protection and health physics occurs in several, relatively small research groups. Continuation of the research is threatened by the aging of scientists involved. Research concerning medically applied radiation, especially regarding method development in radiotherapy, has increased in the past years, but research in traditional radiation protection has decreased. This leads to a decrease in knowledge about new developments in radiation protection. Furthermore, scientifically qualified educators for the teaching of high level courses in radiation protection and health physics might become scarce. Finally, it is noted that expertise in social sciences, needed for risk-communication and perception of radiation risks, is lacking. A centre of expertise should offer solutions.
