dc.description.abstractTabaksfabrikanten voegen additieven aan tabaksproducten toe om het product te verbeteren. Additieven worden meestal toegevoegd als smaakstof, ze kunnen de eigenschappen van een product optimaliseren (zoals de houdbaarheid) en het product een eigen karakter geven. Daarmee maken ze het tabaksproduct aantrekkelijker om te consumeren. Additieven kunnen echter als bijeffect hebben dat ze de gezondheid van de consument schaden. Ze maken het tabaksproduct, dat giftig en verslavend is, namelijk aantrekkelijker om te gebruiken. Bovendien kunnen verbrandingsproducten van additieven zelf giftig zijn of zelfs verslavend. Bij de productie van tabaksproducten voor de Nederlandse markt worden 1077 verschillende additieven gebruikt. Van alle tabaksproducten bevatten sigaretten de meeste additieven; gemiddeld 30% van een sigaret bestaat uit additieven. Daarvan wordt 5 procent aan tabak toegevoegd, 25 procent aan het filter en papier. Aan tabak worden vooral de smaakstoffen suiker, cacao en vanilline toegevoegd. Ook de tabaksbevochtigers glycerol en propyleenglycol worden hiervoor veel gebruikt. Andere toevoegingen aan tabak zijn bindmiddelen en vulstoffen, die zowel in grote hoeveelheden toegevoegd als in veel verschillende merken worden gebruikt. Aan het filter en papier worden vooral filtermaterialen, vulstoffen, lijmen, kleurstoffen en weekmakers toegevoegd. Tabaksfabrikanten (en -importeurs) zijn wettelijk verplicht ieder jaar voor elk tabaksproduct alle additieven op te geven, inclusief de hoeveelheden, functies en gezondheidseffecten. Dit rapport is het resultaat van de analyse van deze gegevens over het jaar 2011, uitgevoerd door het RIVM. Dit is de tweede keer dat het RIVM de additieven in tabaksproducten verkennend geïnventariseerd heeft; eerder gebeurde dat in 2010. Als ook de gegevens over 2012 en 2013 geanalyseerd zijn, zal het RIVM een meerjarenanalyse doen om trends in het gebruik van additieven in diverse producten en productsoorten, zoals sigaretten, sigaren en cigarillos, zichtbaar te maken.

Other purposes are to optimize the product's conditions, such as humidity, or to distinguish the product from competitors on the market. Additives modify tobacco products in such a way that it is more attractive for consumption. A concern with additives is that they may also induce adverse health effects. Consumers are more likely to select tobacco products which are more attractive. Moreover, some additives are transformed into toxic combustion products upon burning a cigarette, cigar or other tobacco product. For tobacco products on the Dutch market, in 2011 there were 1077 different additives reported. Of all tobacco products, cigarettes contained the most additives; on average 30% of a cigarette consisted of additives. Of these, 5 percent were added to the tobacco itself and 25 percent were added to the filter and paper. The main flavorants added to tobacco included sugar, cocoa and vanilla. Furthermore, humectants such as glycerol and propylene glycol were also reported. Other tobacco additives include binders and fillers, which were used both in large quantities as well as in many different brands. Additives in the filter and paper of tobacco products (the so-called non-tobacco materials) included filter materials, fillers, glues, dyes, and plasticizers. The Dutch law requires tobacco manufacturers (and importers) to submit for each tobacco product all additives, including the quantities, functions and health effects, on a yearly basis. This report is the result of the analysis of these data for the year 2011 conducted by the RIVM. This is the second year that the RIVM analyses yearly submissions; an exploratory analysis as presented in this report has also been performed and published on the data obtained in 2010. After analysis of data from subsequent years, 2012 and 2013, a multiannual analysis can be performed. This will allow the RIVM to show trends in the use of additives in various products and product types, such as cigarettes, cigars and cigarillos.
