dc.description.abstractDe Nederlandse overheid pakt Zeer Zorgwekkende Stoffen (ZZS) met voorrang aan. Het RIVM heeft verkend met welke indicator de effectiviteit van dit beleid op eenvoudige wijze kan worden getoetst. De 'ideale' indicator bestaat nog niet, zo blijkt. De effectiviteit van het beleid rond ZZS is niet in een enkele indicator te vatten. Een combinatie van deelindicatoren geeft meer inzicht. ZZS Zeer Zorgwekkende Stoffen (ZZS) zijn stoffen die gevaarlijk zijn voor mens en milieu, omdat ze bijvoorbeeld kankerverwekkend zijn, het voortplantingsproces schaden of zich in de voedselketen ophopen. Voorbeelden van ZZS zijn het oplosmiddel benzeen en broomhoudende vlamvertragers. Doel van het overheidsbeleid is om deze stoffen zoveel mogelijk uit de Nederlandse leefomgeving te weren. Dit gebeurt onder meer door in vergunningen regels te stellen voor lozingen op water en uitstoot naar de lucht. Indicatoren Het RIVM heeft drie kwantitatieve indicatoren onderzocht, gebaseerd op beschikbare gegevens, om de effectiviteit van het ZZS-beleid te toetsen: aantallen ZZS en tonnageniveaus, de frequentie waarmee de norm voor ZZS worden overschreden, en de omvang van emissies van ZZS. Voor iedere indicator zijn de specifieke voordelen en aandachtspunten beschreven. Daarnaast is bekeken aan welke eisen een indicator moet voldoen om de invloed van ZZS op volksgezondheid te monitoren. Beperkte gegevens De toepasbaarheid van de indicatoren staat of valt met betrouwbare gegevens. Het is echter meestal niet precies bekend wat de productie- en gebruiksvolumes zijn van ZZS in Nederland. Dit soort informatie is vaak vertrouwelijk. Voor de meeste ZZS ontbreken bovendien gegevens over emissies naar en concentraties in het milieu. Aangezien diverse meetnetwerken van de Rijksoverheid eerder zullen krimpen dan groeien, zal de hoeveelheid beschikbare informatie naar verwachting eerder af- dan toenemen. Ook is niet van alle stoffen precies bekend wat de schadelijke eigenschappen van stoffen zijn en bij welke concentraties die zich voordoen. Deze factoren hebben grote invloed op de mogelijkheden voor kwantitatieve indicatoren voor ZZS. Kwalitatieve indicatoren Naast kwantitatieve indicatoren kunnen ook kwalitatieve indicatoren worden ontwikkeld om de voortgang van het ZZS-beleid te toetsen. Een kwalitatieve indicator geeft bijvoorbeeld informatie over het bewustzijn onder stakeholders of burgers over de aanwezigheid van stoffen in het milieu, of de bekendheid met het ZZS-beleid onder vergunningverleners.
dc.description.abstractThe Dutch government takes priority action in reducing emissions of substances of very high concern ('ZZS substances'). ZZS substances are for example carcinogenic substances and substances that are very persistent, bio-accumulate in organisms and are toxic (PBT-substances). Examples of these substances are the solvent benzene or brominated flame retardants. The Dutch policy on ZZS substances aims to minimize the emissions of these substances to the environment as much as possible, such that their environmental concentrations in the Netherlands are brought (or maintained) below a negligible risk level. RIVM investigated possible quantitative indicators to assess the effectiveness of this policy. We focused on three quantitative indicators that are based on the currently available data on ZZS substances: the number of ZZS substances and their tonnage levels, the frequency of ZZS substances exceeding environmental quality standards, and the environmental emissions of ZZS substances. For each of these indicators, strengths and weaknesses were described. Further, we studied the preconditions for an indicator focusing on the effects of ZZS substances on public health. It was found that even the amount of data used to develop basic indicators is limited: the production, use and emission volumes at a national scale are often unknown or confidential. The limited data availability has large consequences for the options to develop and use quantitative indicators for the ZZS substances policy. The 'perfect' overall indicator does not exist yet, however, a combination of available indicators may provide insight in the success of the ZZS substances policy. In addition to quantitative indicators, we suggest that qualitative indicators could be developed as well for the abovementioned purpose. An example of this is an indicator showing the degree of conscience of stakeholders on ZZS substances in the environment.
