dc.description.abstractVoor de kust van Ter Heijde en Den Haag is in 2011 de Zandmotor aangelegd, een schiereiland van 128 hectare om de kust te beschermen en te onderhouden. Bij wetenschappelijk onderzoek naar de bodem - het zand is afkomstig van de bodem van de Noordzee, 10 kilometer uit de kust - is op enkele plaatsen op de Zandmotor arseen aangetroffen, een in potentie giftige stof. Vanwege de recreatiefunctie van dit gebied heeft Rijkswaterstaat het RIVM verzocht te onderzoeken of er ook arseen aanwezig is op plaatsen waar kinderen spelen, en of dat risico's met zich mee zou kunnen brengen. Het gehalte arseen in de bovenste laag zand blijkt erg laag te zijn, vergelijkbaar met de gehalten van niet vervuilde andere zandgronden in Nederland. Op de Zandmotor ligt ook een meertje. Het arseengehalte in het water van het meertje is eveneens getest. Gebleken is dat het gehalte in dit water vergelijkbaar is met de waarde die in drinkwater is toegestaan en daarom laag te noemen. Arseen wordt verder ook niet door de huid opgenomen. Op het strandoppervlak liggen hier en daar ook brokken ijzerhoudend materiaal (ijzeroer). Deze blijken meer arseen te bevatten. Alleen wanneer jonge kinderen wekenlang, uren per dag met deze brokken zouden spelen, en materiaal daarvan veelvuldig in hun mond krijgen, kan het risico in de buurt komen van het Maximaal Toelaatbaar Risico (MTR) voor arseen. Aangezien dit scenario in de praktijk niet realistisch is, betekent dit de facto dat kinderen hier zonder problemen kunnen spelen. Er bestaat evenmin een risico voor volwassenen en dieren (honden/paarden).
dc.description.abstractIn 2011, the Sand Motor was created, an artificial peninsula of 128 hectares of sand applied for coastal protection and maintenance along the Dutch coast at Ter Heijde (near The Hague). Scientific testing of the sand - which originated from the seabed of the North Sea, 10 kilometres off the coast - revealed traces of the toxic substance arsenic in a few places at the Sand Motor. Because of the area's recreational function, the Dutch Directorate-General for Public Works and Water Management (Rijkswaterstaat) asked RIVM to investigate whether arsenic is also present at locations where children play, and, if so, what the risks could be. The amount of arsenic in the upper layer of the sand appears very low, comparable to amounts found at non-polluted locations elsewhere in the Netherlands. The Sand Motor also includes a small lake. The level of arsenic in the lake's water is also low, comparable to the permissible level in drinking water. In some places on the beach itself, however, there are lumps of ferrous material (bog iron) that appear to contain higher levels of arsenic. Nevertheless, only if young children would play with these lumps for weeks on end, and for hours each day, and if they would also very regularly put this material in their mouths, the risk could approach the Permissible Exposure Limit (PEL) of arsenic. As this would hardly be a realistic scenario, the actual risks are much lower and, in fact, mean that children can safely play in these areas. This also applies to adults and animals (dogs/horses).
