    Publiekssamenvatting
    Het RIVM geeft jaarlijks op kaarten weer hoe in Nederland de gemeten concentraties in de lucht waren van onder andere stikstofdioxide en fijn stof. Dit rapport beschrijft de situatie in 2016. Ook is aangegeven in welke mate stikstof op de bodem neerslaat. Daarnaast zijn toekomstberekeningen voor deze stoffen gemaakt voor de periode 2017 tot en met 2030. De kaarten worden gemaakt om het Nationaal Samenwerkingsprogramma Luchtkwaliteit (NSL) en de Programmatische Aanpak Stikstof (PAS) te monitoren. Met deze programma's worden onder andere de effecten getoetst van ruimtelijke plannen op de concentraties van vervuilende stoffen in de lucht.

    Stikstofdioxideconcentraties: in 2016 iets hoger, maar in 2030 lager dan vorig jaar ingeschat
    De gemeten concentraties stikstofdioxide (NO2) zijn in 2016 hoger dan in 2015 als gevolg van meteorologische omstandigheden, zoals temperatuur en overheersende windrichting. De raming voor 2020 is gemiddeld over Nederland gelijk aan de raming die vorig jaar is gemaakt. De raming voor 2030 is echter lager dan eerder was geschat. Dit komt doordat de geraamde uitstoot van stikstofoxiden lager is dan vorig jaar is geschat als gevolg van nieuwe, strengere regels voor de uitstoot van zeeschepen op de Noordzee na 2020.

    Grotere verwachte daling van neerslag stikstof op de bodem tot 2030
    De gemiddelde hoeveelheid stikstof die op de bodem neerslaat, daalt naar verwachting de komende jaren. Dit komt doordat de uitstoot van verkeer, scheepvaart en de landbouw daalt. De hoeveelheid neemt gemiddeld over Nederland tot 2030 naar verwachting meer af dan vorig jaar was ingeschat. Dit komt door de nieuwe regels voor de uitstoot van zeeschepen op de Noordzee en doordat de uitstoot die Nederland vanuit het buitenland bereikt lager is geraamd.
    The Dutch National Institute for Public Health and the Environment (RIVM) has published the latest annual charts showing airborne concentrations of substances including nitrogen dioxide and particulate matter in the Netherlands in 2016. The charts also show the degree of nitrogen deposition on soil. Future calculations were made for the same substances for the period from 2017 up to and including 2030. The charts are made in order to monitor NSL (a national air quality cooperation programme) and PAS (a programmed approach to nitrogen). These programmes include checks on the effects of spatial planning on airborne concentrations of pollutants.

    Nitrogen dioxide slightly higher in 2016, but lower in 2030 than estimated last year
    The measured concentrations of nitrogen dioxide (NO2) were higher in 2016 than in 2015 due to meteorological conditions, such as the temperature and predominant wind direction. On average for the Netherlands, the estimate for 2020 is similar to the estimate made last year, while the estimate for 2030 is lower than previously estimated. The latter is due to lower estimated nitrogen oxide emissions by sea shipping than was estimated last year as a result of new stricter rules for seagoing vessels on the North Sea after 2020.

    Greater reduction in estimated nitrogen deposition on soil
    The average quantity of nitrogen deposited on soil is expected to decrease in the coming years. This is due to declining emissions by traffic, shipping and agriculture. The decrease until 2030 is estimated larger than estimated last year, as a result of the new rules for the emissions of seagoing vessels on the North Sea and lower projected emissions from countries neighbouring the Netherlands.
