De GenX-technologie wordt gebruikt om onder andere coatings te produceren, zoals Teflon. Hierbij komt de stof HFPO-DA (2,3,3,3-tetrafluor-2-(heptafluoropropoxy) propaanzuur, of FRD902/FRD903) vrij. Deze stof is giftig en verspreidt zich naar lucht, oppervlaktewater, bodem en het grondwater. In opdracht van het ministerie van Infrastructuur en Waterstaat heeft het RIVM risicogrenzen bodem en grondwater voor HFPO-DA bepaald. Op basis van risicogrenzen kunnen overheden bepalen of de kwaliteit van de grond en het grondwater een risico vormt voor mens en milieu, en of maatregelen nodig zijn. Daarnaast kunnen de risicogrenzen worden gebruikt voor beslissingen over hergebruik van grond die vrijkomt bij activiteiten voor de bouw of infrastructuur. De risicogrenzen voor grond en grondwater zijn bepaald volgens de methodiek die ook wordt gebruikt om de normen van de Wet Bodembescherming en het Besluit Bodemkwaliteit af te leiden. Het uitgangspunt is mens, plant en dier te beschermen bij een blootstelling vanuit grond en grondwater. Een van de berekende risicogrenzen geeft een indicatie voor ernstige bodem of grondwaterverontreiniging (INEV). De hoogte van de andere risicogrenzen is afhankelijk van de wijze waarop de bodem wordt gebruikt. Het gaat om de volgende bodemfuncties: wonen met tuin; moestuin en volkstuin; plaatsen waar kinderen spelen; landbouw; natuur; groen met natuurwaarden; overig groen, bebouwing, infrastructuur en industrie. Door een gebrek aan betrouwbare basisgegevens over HFPO-DA zijn de risicogrenzen 'voorlopig'. Voor de beoordeling van nieuwe stoffen zoals HFPO-DA zijn meer gegevens nodig, een beoordelingsmethodiek die toegesneden is op de specifieke eigenschappen van deze stoffen, en een handelingskader om risico's te beperken.GenX technology is used to produce coatings such as Teflon, among other things. In addition, the risk limits can be used to motivate decisions on reusing soil that becomes available in the course of building or infrastructure activities. The risk limits for soil and groundwater were determined using the same method that is used to determine the standards in the Soil Protection Act and the Soil Quality Decree. The guiding principle here is the protection of humans, plants, and animals in case of exposure via soil and groundwater. One of the risk limits provides an indication of serious soil or groundwater pollution (INEV). The value of the other risk limits depends upon the manner in which the soil is used. The following soil functions are relevant here: residential unit with garden; vegetable garden and allotment; locations where children play; agriculture; nature; green areas with areas of natural value; other green areas, built-up areas, infrastructure, and industry. Due to a lack of reliable basic information about HFPO-DA, the risk limits are of a provisional nature. In order to properly manage new substances in the environment such as HFPO-DA, we need more data, an assessment method that is focused on the specific properties of these substances, and an action framework for risk mitigation.
