dc.description.abstractHet RIVM doet voorstellen voor zogeheten indicatieve waterkwaliteitsnormen voor een aantal bestrijdingsmiddelen. Waterbeheerders meten de meeste van deze stoffen, maar er bestaan nog geen normen voor. Dit maakt het moeilijk het beleid voor de waterkwaliteit te evalueren en probleemstoffen aan te pakken. De nieuwe indicatieve normen geven waterbeheerders een eerste indruk of zij zich zorgen moeten maken over stoffen die zij in hun gebied vinden. Het RIVM heeft de voorgestelde normen vergeleken met meetgegevens uit 2017. Op basis hiervan zal bijna de helft van de stoffen naar verwachting de norm niet overschrijden. Voor de overige stoffen is dat niet zeker, omdat precieze gegevens ontbreken. Voor acequinocyl, azadirachtine-A, bifenazaat, pyrethrine, pyridalyl en tribenuron-methyl is een betere analysemethode nodig. Dit om de lage concentraties van de stoffen die bij de voorgestelde norm horen, te kunnen meten. Bij de indicatieve normen is rekening gehouden met de mate waarin mensen aan de stoffen worden blootgesteld als zij vis en visproducten eten. Dit is van belang voor stoffen die zich ophopen in vis of schadelijk kunnen zijn voor mensen. Toch bepalen in bijna alle gevallen de directe effecten op waterorganismen de hoogte van de indicatieve norm. Voor het insecticide spirotetramat is de afgeleide waarde onzeker, omdat voor deze stof de goede testen ontbreken. Indicatieve normen zijn gebaseerd op informatie uit een klein aantal databases. De bronnen van deze gegevens worden niet uitgebreid gecontroleerd. Daardoor heeft een indicatieve norm meer onzekerheden dan een gedegen norm, waarbij wel alle informatie wordt bekeken. Bij een overschrijding van een indicatieve norm kan zo'n uitgebreidere normbepaling nauwkeuriger aangeven of er een risico is.
dc.description.abstractThe National Institute for Public Health and the Environment (RIVM) proposes indicative water quality standards for a number of pesticides. Most of these substances are included in surface water monitoring programs, but quality standards are not available yet. This makes it difficult to evaluate water quality policy and to tackle problem substances. The new indicative standards give water managers a first impression of whether compounds are a reason for concern. The RIVM has compared the proposed standards with monitoring data from 2017. Based on this, it is expected that almost half of the substances will not exceed the standards. This is uncertain for the other substances because there are no accurate data. A better analysis method is needed to detect acequinocyl, azadirachtin A, bifenazate, pyrethrin, pyridalyl and tribenuron-methyl at the level of the proposed standards. The indicative standards include protection of humans that may be exposed to the substances when they eat fish and fish products. This is important for substances that can accumulate in fish or that may be harmful to humans. Nevertheless, the direct effects on aquatic organisms determine the the indicative standard in almost all cases. The derived value for the insecticide spirotetramat is uncertain, because there are no adequate tests for the substance. Indicative water quality standards are derived using data from a limited number of databases and without thoroughly evaluating the underlying studies. Therefore, the uncertainty is higher than when following the full derivation procedure. Where the indicative standards are exceeded, a more detailed determination of the standard may help to determine the risks.
