dc.description.abstractHet ministerie van Sociale Zaken en Werkgelegenheid (SZW) wil een Validatie- en Innovatie- (VIP) voor asbest oprichten. Het VIP gaat de risico's van nieuwe producten en technieken voor asbestverwijdering beoordelen. Het ministerie wil hiermee stimuleren dat asbesthoudende materialen slimmer en efficiënter worden verwijderd. De staatssecretaris heeft het RIVM gevraagd het VIP vorm te geven. In het voorstel van het RIVM staat centraal dat de beoordeling van nieuwe manieren om asbest te verwijderen snel, onafhankelijk en eenduidig verloopt. Transparantie, onafhankelijkheid, draagvlak voor de werkwijzen en criteria zijn daarbij essentieel. Ook moet de juridische status van het VIP wettelijk worden verankerd in de regelgeving voor asbest. Verder moet het VIP aansluiten bij de andere maatregelen die het SZW heeft aangekondigd in kader van asbestverwijderingen. Het RIVM stelt ook voor om het VIP te laten bestaan uit een onafhankelijke voorzitter en een team experts die elkaar kunnen vervangen. Een secretaris ondersteunt het team. Het voorstel van het RIVM wordt de komende maanden uitgewerkt. Asbest kan kanker veroorzaken. Vroeger werd het materiaal veel gebruikt bij de bouw van huizen en fabrieken. Zo kwam het onder meer terecht in vensterbanken en daken. Sinds 1993 mag asbest niet meer worden gebruikt. Asbesthoudend materiaal moet volgens wettelijke voorschriften worden verwijderd.
dc.description.abstractThe Ministry of Social Affairs and Employment (SZW) wishes to set up a Validation and Innovation Point (VIP) for asbestos. The VIP will assess the risks associated with new products and methods for asbestos removal. With the VIP, the Ministry aims to stimulate smart and efficient removal of asbestos-containing materials. The State Secretary has asked RIVM to propose organization structure for the VIP. The focal point of the proposal is that new methods for asbestos removal should be assessed quickly, independently and unambiguously. In this regard, transparency, independence, and broad support for the methods and criteria are essential. Furthermore, the legal status of the VIP needs to be integrated into the regulatory framework for asbestos and it must function effectively in conjunction with the other measures that the ministry has announced for asbestos removal. The VIP structure proposed by the RIVM consists of an independent chair and a team of experts who can replace each other. The team is also supported by a secretary. RIVM's proposal will be worked out in more detail in the coming months. Asbestos can cause cancer. It used to be a common construction material and as a result, asbestos ended up in houses and factories. The use of asbestos has been forbidden since 1993. Asbestos-containing material must be removed in accordance with the applicable regulations.
