dc.description.abstract5G systems will form the basis for the new generation of mobile networks after 2G, 3G, and 4G. The initial measurements and calculations for 5G systems indicate that the exposure to the electromagnetic fields from individual antennas and user devices is less than the limits recommended by the European Union. Based on the literature studied, the number of sources is expected to increase. There will also be an increasing use of data communication. It is not yet possible to predict to what extent the exposure will change relative to the limits. Manufacturers and operators take the exposure limits into account in the design phase. It is important to continue monitoring the developments in order to obtain a clear idea of what the field strength will be when 5G systems are operational. It is also important to determine how the variable exposure in relation to multiple transmitters and users should be measured and whether any interference of electronic equipment will occur. 5G systems differ from previous generations of telecommunication systems in several ways. 5G technology makes it possible to send more information and do so more quickly than with the present systems while using approximately the same amount of energy. In addition, antennas will be placed in the longer term in more locations (more transmitters per square kilometre). The beams can also be transmitted in various directions and thus "follow" the user. Consequently, the exposure varies with time and location. Some of the frequencies used in future will also be higher than those presently in use. There are concerns in society about the health effects of exposure to electromagnetic fields from telecommunication systems. Some of the research studies carried out into the present generation of mobile telecommunication systems provide indications of health effects. However, taken together, all the scientific research has not proved that exposure below the limits is harmful. It remains to be seen whether or not insights with regard to health effects will change. For this investigation, RIVM, acting at the request of the Radiocommunications Agency, studied the peer-reviewed scientific literature on the exposure to and potential health effects of 5G systems. In addition, the Radiocommunications Agency and RIVM carried out field strength measurements on 5G test systems.
