dc.description.abstractNieuwe concentratie- en depositiekaarten voor NSL en PAS: 2015 Het RIVM geeft jaarlijks op kaarten weer hoe in Nederland de gemeten concentraties in de lucht waren van onder andere stikstofdioxide en fijn stof. Dit rapport beschrijft de situatie in 2015. Ook is aangegeven in welke mate stikstof op de bodem neerslaat. Daarnaast zijn toekomstberekeningen voor deze stoffen gemaakt voor de periode 2016 tot en met 2030. De kaarten worden gemaakt om het Nationaal Samenwerkingsprogramma Luchtkwaliteit (NSL) en de Programmatische Aanpak Stikstof (PAS) te monitoren. Met deze programma's worden onder andere de effecten getoetst van ruimtelijke plannen op de concentraties van vervuilende stoffen in de lucht. Stikstofdioxideconcentraties veelal lager, ramingen uitgekomen De gemeten concentraties stikstofdioxide (NO2) zijn in 2015 gedaald ten opzichte van 2014, waarschijnlijk als gevolg van lagere emissies en meteorologische omstandigheden, zoals temperatuur en overheersende windrichting. Sinds 2006 is jaarlijks berekend wat de verwachte stikstofdioxideconcentraties in het peiljaar 2015 zouden zijn. De ramingen blijken goed overeen te komen met de gemeten waarden in 2015. De berekende concentraties gaven dus een betrouwbare verwachting van de werkelijke concentraties. De lokaal getroffen maatregelen om aan de grenswaarden voor luchtkwaliteit te voldoen blijken daarmee realistisch te zijn geweest. Op enkele plekken waren de gemeten concentraties hoger dan vorig jaar was geraamd; onder andere op specifieke plekken in de havens van Rotterdam, waar goederen worden overgeslagen. Geraamde neerslag stikstof op de bodem daalt meer De gemiddelde hoeveelheid stikstof die op de bodem neerslaat, daalt naar verwachting de komende jaren. Dit komt voor ongeveer de helft door dalende emissies van verkeer en voor de andere helft door dalende emissies van de landbouw. Naar verwachting zullen de emissies door verkeer in de toekomst sterker dalen door maatregelen die de uitstoot beperken.
dc.description.abstractNew maps of concentrations and depositions for NSL and PAS: 2015 The Dutch National Institute for Public Health and the Environment (RIVM) has published the latest annual charts showing airborne concentrations of substances including nitrogen dioxide and particulate matter in the Netherlands in 2015. The charts also show the degree of nitrogen deposition on soil. Future calculations were made for the same substances for the period from 2016 up to and including 2030. The charts are made in order to monitor NSL (a national air quality cooperation programme) and PAS (a programmed approach to nitrogen). These programmes include checks on the effects of spatial planning on airborne concentrations of pollutants. Nitrogen dioxide concentrations generally lower, estimates prove correct The measured concentrations of nitrogen dioxide (NO2) decreased in 2015 compared with 2014, probably due to lower emissions and meteorological conditions, such as the temperature and predominant wind direction. An annual calculation has been made every year since 2006 of the expected nitrogen dioxide concentrations in the reference year 2015. The estimates proved to correspond well with the actual values measured in 2015. So, the calculated concentrations gave a reliable forecast of the actual concentrations. The local measures taken to comply with the air quality limit values thus turn out to have been realistic. At a few places the measured concentrations were higher than had been estimated last year. This was the case at specific places in goods transhipment harbours in Rotterdam that were factored into the calculations. Greater reduction in estimated nitrogen deposition on soil The average quantity of nitrogen deposition on soil is expected to decrease in the coming years. About half the reduction is attributable to declining emissions by traffic and the other half to declining emissions by agriculture. Traffic emissions are expected to decrease more sharply in the future through emission-reducing measures.
