dc.description.abstractDe Nederlandse rijksoverheid streeft naar een circulaire economie in 2050. Om deze overgang te stimuleren heeft zij doelen en acties beschreven voor beleid, bedrijfsleven en maatschappelijke organisaties. De doelen en acties om deze transitie te versnellen staan beschreven in het Uitvoeringsprogramma circulaire economie 2019 het Rijksbrede programma circulaire economie (2016) en de Transitieagenda's (2018). Vijf sectoren hebben voorrang: biomassa en voedsel, kunststoffen, de maakindustrie, consumptiegoederen en de bouw. Inmiddels zijn de acties in het Uitvoeringsprogramma goed van start gegaan: in september 2019 was ruim tachtig procent in uitvoering. Om de versnelling naar de circulaire economie te realiseren, beveelt het RIVM de overheid aan om concreter te benoemen welke veranderingen Nederland in gang wil zetten. Dit maakt het makkelijker om te bepalen welke acties nodig zijn. Ook is daardoor beter te monitoren welke verandering per sector plaatsvindt. Het RIVM heeft geanalyseerd op welk type actie de nadruk ligt in de drie genoemde beleidsdocumenten. Er blijkt nog vrij weinig aandacht te zijn voor hergebruik en reparatie van producten en materialen, en voor productontwerp. Deze aandacht is nodig voor de gewenste versnelling, wat betrokken partners in reflectiebijeenkomsten bevestigen. Het RIVM beveelt ook aan gedetailleerder in kaart te brengen waar acties per sector zich vooral op richten. Uit de inventarisatie blijkt dat voor een deel van de acties data over de voortgang ontbreken. Voor een goede monitoring is het belangrijk om deze informatie voor alle acties op dezelfde wijze beschikbaar te hebben. Het bleek waardevol om de analyse van de nadruk en de voortgang met alle betrokken partners te bespreken. Het resultaat is te gebruiken voor de jaarlijkse actualisatie van het uitvoeringsprogramma. Om de resultaten van de acties te kunnen gaan meten, stelt het RIVM per sector indicatoren voor. Denk aan de mate waarin overheden circulair inkopen en de bouwsector materialenpaspoorten gebruikt. Veel data voor de indicatoren kunnen uit bestaande lokale bronnen worden gehaald, maar zijn nog niet structureel beschikbaar. Aanbevolen wordt voor een aantal indicatoren gericht data te verzamelen, te beginnen met indicatoren waarvoor data beschikbaar zijn.
dc.description.abstractThe Dutch government aims to have a circular economy in place by 2050. To encourage this transition, it has described targets and actions regarding policy, the business sector, and community organisations. The interim target is to reduce the use of raw materials by 50% in 2030. The targets and actions to achieve this are described in the 2019 circular economy implementation programme, the government-wide Circular Economy Programme (2016), and the transition agendas. Five sectors have priority: biomass and food, plastics, manufacturing industry, consumer goods, and construction. In order to accelerate the transition to the circular economy, RIVM advises the government to specify more concretely which changes the Netherlands wishes to implement. If more concrete targets are formulated per sector, it will be easier to determine which actions are needed. In many of the five sectors, there is still relatively little attention being paid to reusing and repairing products and materials as well as product design. RIVM has first taken stock of which type of action is focused on in the three policy documents mentioned, such as product design or knowledge development. The next step taken was to identify which actions are being implemented, what their status is, how the actions are progressing with reference to the set targets, and which obstacles are being faced by the implementing parties. Finally, "indicators" were proposed per sector in order to be able to measure the results of the actions. Examples include the extent to which government bodies adopt circular purchasing policies and the construction sector uses materials passports. RIVM recommends identifying the primary focus of the actions in more detail as well as the extent to which actions are not being taken that could help accelerate innovations. RIVM also recommends collecting the data regarding the implementation of all actions in a consistent fashion. A recommendation is also made to organise a meeting each year in order to discuss progress and evaluate whether actions are still in line with the implementation programme. The proposed indicators can be used to optimise actions or carry out additional actions. Much of the data for the indicators can be obtained from existing local sources but is not yet available on a structural basis. It is therefore recommended to first collect data for a selection of the indicators and to take existing indicators and transition programmes into account in doing so.
