dc.description.abstractArbeidsgerelateerde zorg kan voorkomen dat werkenden ziek worden door werk (preventief), of hen behandelen of begeleiden als ze door gezondheidsproblemen minder inzetbaar zijn. Werknemers in loondienst hebben recht op arbeidsgerelateerde zorg. Voor zzp'ers is deze zorg niet standaard beschikbaar. In het pensioenakkoord is voorgesteld dat zzp'ers worden verplicht zich te verzekeren tegen arbeidsongeschiktheid (aov). Beleidsmakers onderzoeken nu het idee om arbeidsgerelateerde zorg te koppelen aan deze verplichte aov. De meeste zzp-organisaties en relevante stakeholders zijn positief over deze koppeling. Het maakt arbeidsgerelateerde zorg namelijk toegankelijk voor alle zzp'ers. De organisaties en stakeholders benadrukken dat zzp'ers daarbij tevens toegang moeten hebben tot preventieve zorg als onderdeel van de arbeidsgerelateerde zorg. Zzp'ers zelf zijn verdeeld over de koppeling. Voorstanders geven aan dat het hen stimuleert om gezondheidsproblemen te voorkomen. Tegenstanders zien het als overregulering. Een meerderheid van de zzp'ers heeft op dit moment geen directe toegang tot arbeidsgerelateerde zorg, en heeft daar weinig behoefte aan. De meeste zzp-organisaties en stakeholders erkennen dit. Ze zien ook dat zzp'ers te lang doorwerken met gezondheidsproblemen. Volgens hen komt dat omdat zzp'ers niet weten welke zorg er voor werkgerelateerde klachten is en waar ze die kunnen vinden. Daarnaast kunnen ze gezondheidsproblemen negeren. Ook kunnen de kosten voor arbeidsgerelateerde zorg een reden zijn om er geen gebruik van te maken. Volgens stakeholders zijn enkele voorwaarden belangrijk om de koppeling effectief te laten zijn. Het gaat om: maatwerk waarbij rekening gehouden wordt met de diversiteit van zzp'ers, een betere samenwerking tussen bedrijfsartsen en huisartsen/medisch specialisten, en een efficiënte procedure om ziekteverzuim te melden en door te verwijzen. Dit zijn enkele bevindingen uit een verkenning in opdracht van het ministerie van SZW. De koppeling moet nog verder worden uitgewerkt. Het RIVM gaat dat in 2021 samen met alle stakeholders doen en uitzoeken wat nodig is om er uitvoerbaar beleid van te maken.

Workers with an employment contract are entitled to occupational health services. Such services are not available to self-employed persons as a standard option. The pension agreement contains a proposal for requiring self-employed persons to take out unemployment insurance (AOV). Policymakers are now investigating the idea of linking occupational health care to this mandatory occupational disability insurance. Most organisations representing self-employed persons and other relevant stakeholders view such a link in a positive light. After all, such a link would provide all self-employed persons with access to occupational health care. The organisations and stakeholders emphasise that, within such a framework, self-employed persons would also have to be given access to preventive care as part of the occupational health care. Self-employed persons themselves are divided in their opinions regarding such a link. Proponents indicate that it would encourage them to prevent health problems. Opponents view it as a form of overregulation. A majority of self-employed persons do not at present have direct access to occupational health care and do not feel a need for it. Most organisations representing self-employed persons and other stakeholders admit this. They also see that self-employed persons with health problems continue working for too long. In their opinion, this is due to the fact that self-employed persons do not know what health services are available for work-related health problems and how to access these services. In addition, they can choose to ignore health problems. The costs of occupational health care can also be a reason for not using them. According to stakeholders, a few conditions are important to ensure that the link between a mandatory occupational disability insurance and occupationals health care would be effective. The relevant provisions would have to be tailor-made and take into account the diversity of self-employed persons. They would also require better cooperation between occupational physicians officers and general practitioners/medical specialists, as well as an efficient procedure for reporting sickness absenteeism and for worker referrals. The above are some of the findings of an exploratory study commissioned by the Ministry of Social Affairs and Employment. The link still needs to be worked out in more detail. RIVM will do so in 2021 in collaboration with stakeholders, and will determine what is needed in order to convert the idea into practical policy.
