dc.description.abstractIn Limburg ligt een grote groep chemiebedrijven bij elkaar, Chemelot. Het RIVM heeft onderzocht hoe veilig mensen die in de buurt wonen, zich voelen. Dat gevoel verschilt: mensen die dichter bij Chemelot wonen, voelen zich vaker onveilig dan mensen die verder weg wonen. Ook ervaren zij meer hinder en hebben ze meer behoefte aan informatie. Omwonenden kunnen zich onveilig voelen als de situatie anders is dan ‘normaal’. Bijvoorbeeld bij een vreemd geluid, een bruine rookpluim, of als er gevaarlijke stoffen vrijkomen. Dit gevoel van onveiligheid trekt meestal weg als de situatie weer normaal is. Het gevoel van veiligheid hangt samen met het vertrouwen dat mensen in de overheid en Chemelot hebben: hoe groter het vertrouwen, hoe veiliger mensen zich voelen. Iets meer dan de helft van de omwonenden heeft vertrouwen in de veiligheidsmaatregelen die worden genomen. Minder dan de helft van de omwonenden vertrouwt erop dat Chemelot en overheden tijdig, eerlijk en open communiceren over de veiligheid in de omgeving. Bewoners, vooral de mensen die dicht bij Chemelot wonen, willen graag informatie over wat ze kunnen doen bij een ongeval of hoe ze worden gewaarschuwd. Ze willen dat ook over normale activiteiten die te merken zijn in de omgeving, zoals onderhoud. Toch gaan mensen vaak niet actief op zoek naar deze informatie. De mensen die dat wel doen, begrijpen de informatie niet altijd en vinden vaak niet wat ze zoeken. Dit blijkt uit onderzoek van het RIVM. Het RIVM heeft een werkwijze ontwikkeld om te peilen hoe mensen die in de buurt van chemiebedrijven wonen, de veiligheid beleven. Hiervoor is een vragenlijst gemaakt en is met (groepen) omwonenden gesproken. De werkwijze geeft een goed beeld van de veiligheidsbeleving en kan daarom als basis voor peilingen rond andere chemiebedrijven worden gebruikt. Aanvullende vragen zijn nodig om aan te sluiten bij de lokale thema’s en behoeften.
dc.description.abstractA large group of chemical companies, known collectively as Chemelot, are clustered together in the province of Limburg. The Dutch National Institute for Public Health and the Environment (RIVM) has investigated how safe people who live nearby feel. Their feelings vary: those who live closer to Chemelot feel unsafe more frequently than people who live further away. The former also experience more nuisance and have a greater need of information in respect of the chemical cluster. Local residents can feel unsafe if the situation is different from ‘normal’: in the event of a strange noise, a brown smoke plume or if hazardous substances are released, for example. This unsafe feeling usually ebbs away once the situation becomes normal again. The feeling of safety is linked to the confidence people have in the government and Chemelot: the greater their confidence, the safer people feel. Slightly more than half of the local residents have confidence in the safety measures taken, but fewer than half are confident that Chemelot and the authorities communicate promptly, honestly and openly about safety in the area. Local residents, and particularly those who live close to Chemelot, would very much like to be told what to do if there is an accident and how they will be alerted accordingly. They would also appreciate information about normal activities, such as maintenance, that are noticeable in the area, although they do not often actively go looking for this information. People that try do not always understand the information and rarely find what they are looking for. These were the conclusions of the research carried out by RIVM. RIVM has developed a method for gauging the perception of safety of people who live near chemical companies in general. To this end, a questionnaire has been drawn up, discussed with groups of local residents and tested among people living near Chemelot. The method provides a good picture of the perception of safety of respondents and can therefore be used to determine that of people living near other chemical companies. Supplementary questions are needed to ensure that the questionnaire is in line with local themes and needs.
