dc.description.abstractBij de aanleg van de Zeedijk in Perkpolder is Thermisch Gereinigde Grond (TGG) gebruikt. TGG is een mengsel van grond en andere materialen dat wordt verhit om organische verontreinigingen te verwijderen. Daarna kan de TGG opnieuw worden gebruikt. Het RIVM concludeerde in 2018 dat er nog verontreinigingen in het materiaal van de dijk zitten maar dat ze geen risico’s vormen voor de gezondheid. Wel constateerde het RIVM dat tijdens de aanleg van de dijk fijnstof kon verwaaien en tijdelijke klachten konden geven, zoals irritatie aan ogen en neus. In 2021 heeft Rijkswaterstaat (RWS) het RIVM gevraagd de situatie opnieuw te onderzoeken. Aanleiding is dat omwonenden in de buurt van de dijk nog steeds bezorgd zijn over hun gezondheid. Ook zijn er nieuwe meetgegevens over de kwaliteit van de bodem, het grondwater en het oppervlaktewateren. Voordat het onderzoek van start gaat heeft het RIVM literatuuronderzoek gedaan en gesproken met omwonenden en lokale overheden (gemeenten, provincies en waterschappen). Hierdoor heeft het inzicht gekregen in de vragen, argumenten en percepties van de betrokkenen in de omgeving van Perkpolder. Met deze kennis kan het onderzoek beter bij de vragen aansluiten. Ook wordt duidelijk welke vragen buiten de deskundigheid van het RIVM vallen, en dus buiten het onderzoek. Een voorbeeld daarvan is de toekomstige ontwikkeling van de kwaliteit van grond- en oppervlaktewater. De meeste vragen van de betrokkenen gaan over de kwaliteit van het grond- en oppervlaktewater in de omgeving. Daarom gaat het RIVM onder meer uitzoeken of de kwaliteit van het zoete grondwater (de zoetwaterbel) dat vlak bij de dijk ligt risico’s veroorzaakt. Daarnaast wordt gekeken naar mogelijke risico’s doordat TGG door verwaaiing in de moestuinen is gekomen. Ook gaat het onderzoek in op vragen over mogelijke gezondheidseffecten van de verontreinigingen op de langere termijn. Tot slot stelt het RIVM voor om een belevingsonderzoek te doen onder omwonenden met als doel een bredere inventarisatie van de vragen, zorgen en behoeftes die er onder de omwonenden en gebruikers van de Perkpolder leven.

TGG is a mixture of soil and other materials that is heated to remove organic contaminants, after which the TGG can be re-used. RIVM concluded in 2018 that there are still contaminants in the material of the dike, but that they do not pose a health risk. RIVM did find that during the construction of the dike, fine dust could blow off and cause temporary complaints such as irritation to the eyes and nose. In 2021 Rijkswaterstaat (RWS) asked RIVM to re-examine the situation. The reason is that residents in the vicinity of the dike are still concerned about their health. There are also new measurement data on the quality of the soil, groundwater and surface waters. Before starting the study, RIVM conducted a literature study and spoke with local residents and local authorities (municipalities, provinces and water boards). As a result, it has gained insight into the questions, arguments and perceptions of those involved in the Perkpolder area. With this knowledge, the research can better address the questions still remaining. It also became clear which questions lie outside the expertise of RIVM, and therefore beyond the scope of the investigation. An example is the change in quality of groundwater and surface water over time. Most of the questions concern the quality of groundwater and surface water in the area. RIVM will therefore investigate, among other things, whether there are risks due to contamination of the fresh groundwater (the freshwater aquifer) located close to the dike. In addition, possible risks due to TGG blowing into vegetable gardens will be assessed. Also, the research will address questions about possible long-term health effects from the contaminants. Finally, the RIVM proposes to further investigate the questions, concerns and needs of local residents and users of the Perkpolder area.
