dc.description.abstractTussen 2007 en 2011 was er in Nederland een grote Q-koortsuitbraak. Vele duizenden mensen raakten besmet en werden ziek, een aantal overleed. Een deel bleef daarna klachten houden of kreeg ernstige complicaties, waaraan sommigen zijn gestorven. In 2018 trof de overheid een tegemoetkomingsregeling voor patiënten en nabestaanden. Deze ‘onverplichte financiële tegemoetkoming’, € 15.000, was geen compensatie of schadevergoeding, maar een gebaar. Een gebaar om het leed te erkennen, zodat patiënten en nabestaanden de uitbraak achter zich kunnen laten en verder kunnen met hun leven. Het RIVM heeft onderzocht of de tegemoetkoming dit effect heeft bereikt. Hiervoor zijn bijna vierhonderd patiënten en nabestaanden ondervraagd. Hoewel de meerderheid (ruim 80 procent) blij was met het geld, voelde slechts de helft zich door dit gebaar erkend. Eén op de drie voelde zich er niet of helemaal niet door erkend. Ze hadden zich meer erkend gevoeld als de overheid ook excuses had aangeboden. Een tegemoetkoming zonder excuses voor in hun ogen gemaakte fouten voelt voor veel getroffenen als een ‘lege huls’. Een excuus geeft de tegemoetkoming volgens hen meer betekenis. De tegemoetkoming helpt slechts een deel van de getroffenen om de uitbraak achter zich te kunnen laten en verder te kunnen met hun leven. Door een eenmalig geldbedrag verdwijnen de Q-koorts en de blijvende impact van de ziekte op het dagelijks leven niet. Dat geldt ook voor de impact van het verlies van een partner en voor gevoelens van boosheid en wantrouwen richting de overheid. Daarnaast vonden velen de tegemoetkoming te laat en te laag. Ze beleven de tegemoetkoming als compensatie of schadeloosstelling, hoewel hij zo niet was bedoeld. Hierdoor zien zij het bedrag van € 15.000 in relatie tot de geleden schade, en dus als niet genoeg. Veel getroffenen hebben behoefte aan een structureel financieel en zorgvangnet, onderzoek en monitoring. Ook is er behoefte aan aandacht en erkenning in de zorg en bij instanties, zoals het UWV. Fysieke en financiële problemen zijn immers niet verdwenen met een eenmalige tegemoetkoming. In dit onderzoek is ook gekeken of een niet verplichte financiële tegemoetkoming voor andere situaties kan worden ingezet. Dat is zeker het geval, maar niet in alle situaties en alleen onder een aantal voorwaarden. Zo is het belangrijk vooraf goed te overwegen of deze maatregel het meest past bij een situatie.
dc.description.abstractThere was a large Q fever outbreak in the Netherlands between 2007 and 2011. Many thousands of people became infected and fell sick, and a number died. Some of them continued to suffer symptoms afterwards or developed serious complications, as a result of which some died. In 2018, the government set up a contribution scheme for patients and survivors. This ‘voluntary financial contribution’, € 15,000, was not a compensation but a gesture. It was a gesture intended as recognition of the suffering, so that patients and surviving partners could leave the outbreak behind them and continue on with their lives. RIVM has examined whether the contribution had the intended effect. Almost 400 patients and surviving partners were surveyed for that purpose. Although the majority (over 80%) were happy with the money received, only half of those affected did feel recognized as a result of this gesture. One out of three did not feel recognized by the financial contribution. They would have felt more recognized if the government had also offered its apologies. A contribution without an apology for the mistakes made as they see it, feels like an ‘empty gesture’. According to them, an apology would make the contribution more meaningful. The contribution helps only some of those affected to leave the outbreak behind them and continue on with their lives. The one-off amount of money does not make the Q fever and the permanent impact of the sickness on daily life disappear. The same applies to the impact of the loss of a partner and the feelings of anger and mistrust towards the government. Many also felt that the contribution was too late and too small. Many of those affected saw the contribution as compensation, even though it was not intended as such. As a result, they view the amount of € 15,000 in relation to the damage suffered, and therefore as inadequate. Those affected are in need of a structural financial and care safety net, research and monitoring. There is also a need for attention and recognition by the care sector and agencies such as the UWV (Employee Insurance Agency). After all, a one-off contribution does not eliminate physical and financial problems. This evaluation also examined whether a voluntary financial contribution can also be implemented for other situations. That is certainly the case, but not in all situations and only under a number of conditions. For example, it is important to evaluate beforehand whether this measure is the most appropriate one for the situation at hand.
