M have described the method used to estimate the future emissions of ‘other greenhouse gases’ from all sectors with the exclusion of the agricultural sector (livestock and arable farming). These other greenhouse gases are composed of methane (CH4), nitrous oxide (N2O) and the fluorinated greenhouse gases (HFCs, PFCs, and SF6), also referred to as F-gases. Various sectors are responsible for the emission of these gases, including the waste sector and the industrial and agricultural sectors. The method used is described in an appendix to the Climate and Energy Survey (CES), which is released each year by the Netherlands Environmental Assessment Agency (Planbureau voor de Leefomgeving: PBL). The CES is a prognosis for the future: it provides estimates of the quantities of climate gases expected to be emitted until 2040. These prognoses are generated for two different scenarios: a scenario based on the consequences of the present climate policy and a scenario based on intended policy. The methods used for the emission of CO2 and the other greenhouse gases from agriculture are not described in this appendix. They are described in the main body of the report, as they comprise the largest share of the emissions. The other greenhouse gases are converted into so-called CO2 equivalents, so that they can be compared to CO2. This reference unit provides an indication of the degree to which greenhouse gases contribute to global warming.
