dc.description.abstractDe overheid wil onderzoeken op welke plekken in Nederland een lagere uitstoot uit de landbouw de natuur het meest verbetert. Het RIVM heeft daarom het effect berekend van verschillende varianten die elk de totale uitstoot uit de landbouw met 30 kiloton ammoniak verminderen. Deze varianten zijn daarna vergeleken met een referentievariant. Bij de referentievariant wordt de vermindering van 30 kiloton in gelijke mate verdeeld over alle landbouwbedrijven in Nederland. De varianten lopen uiteen. Zo is gekeken naar een maximale verlaging van de neerslag op de gevoelige natuur (de vracht). Maar ook naar een gebiedsgerichtere aanpak met zones die meer of minder geschikt zijn voor landbouw. Ook zijn er varianten gecombineerd. Verder is voor het veenweidegebied berekend wat het effect op de stikstofdepositie is van de maatregelen die vanwege klimaatbeleid worden genomen. Het blijkt, afhankelijk van de variant, 15 tot 39 procent effectiever om de uitstoot gerichter aan te pakken dan de uitstoot van elk landbouwbedrijf in Nederland te verminderen (de referentievariant). Effectiever betekent hier dat er op steeds minder natuuroppervlak te veel stikstof neerslaat. Hoe dichter een landbouwbedrijf bij een natuurgebied ligt, hoe groter het effect op de depositie in dat gebied is. De stikstofdepositie daalt daarom het meest als er in een zone van 1 kilometer rond de Natura2000-gebieden geen stikstof meer wordt uitgestoten, in combinatie met de variant met een maximale verlaging van de vracht. Volgens het RIVM heeft het beperkingen als beleid er alleen op is gericht om de stikstofdepositie op stikstofgevoelige natuur gemiddeld zo effectief mogelijk te laten dalen. Daarmee worden vooral grote gebieden in het midden van Nederland (zoals de Veluwe) ontlast. Het RIVM beveelt aan om bij beleidskeuzes ook andere factoren mee te wegen. Voorbeelden zijn de mate waarin een natuurgebied overbelast is met stikstof, en in hoeverre het effect van de verlaging regionaal uitpakt. Daarnaast beveelt het RIVM aan niet alleen te sturen op minder overschrijdingen van de maximaal aanvaardbare stikstofbelasting van de natuur (de kritische depositiewaarde), maar er ook op te letten hoe de kwaliteit van de natuur zich ontwikkelt. Dit onderzoek is gedaan in opdracht van het ministerie van Landbouw, Natuur en Voedselkwaliteit (LNV). Aanleiding is de wens van het kabinet om een vervolgstap te nemen in de stikstofproblematiek. In het onderzoek is niet gekeken of het stikstofbeleid positieve effecten heeft op klimaat en de waterkwaliteit.
dc.description.abstractThe national government wishes to investigate where in the Netherlands a reduction of nitrogen emission from agriculture would be most beneficial for nature. RIVM has therefore calculated the effect of various options, each of which would reduce the total emissions from agriculture by 30 kilotons of ammonia. These options were then compared to a reference option. In the reference option, the reduction of 30 kilotons is distributed evenly over all the farms in the Netherlands. The options have different starting points. For example, one of the options is based on a maximum reduction of nitrogen deposition on vulnerable nature (the load). Another option has a more area-specific approach, with zones that are more suitable or less suitable for agriculture. Combinations of different options were also considered. Calculations were also made to determine the effect of the climate policy measures on nitrogen deposition in peatland pasture areas. Depending on the specific option in question, it turns out that it is 15% to 39% more effective to take a more targeted approach to reducing emissions in comparison to simply reducing the emissions of every farm in the Netherlands equally (the reference option). In this context, more effective means a larger reduction in the area of nature reserves subjected to excessive nitrogen deposition. The closer a farm is located to a nature reserve, the greater its effect will be on the deposition in that area. The largest reduction in nitrogen deposition therefore occurs if nitrogen emissions are eliminated in a zone of 1 km around the Natura2000 areas in combination with the option based on a maximum reduction of the load. According to RIVM, there are limitations if policy only focusses on reducing the nitrogen deposition in nature areas that are vulnerable to nitrogen as effectively as possible. Using such an approach, mainly large areas in the middle of the Netherlands (such as the Veluwe) would benefit. RIVM recommends also taking other factors into account when making policy choices. Examples of such other factors include the degree to which a nature reserve is subject to excessive nitrogen input and the degree to which the reduction has a regional effect. In addition, RIVM recommends to not only focus on reducing the degree with which the nitrogen critical deposition value is exceeded but also on how the quality of the nature areas develops over time. This study was carried out at the request of the Ministry of Agriculture, Nature & Food Quality (LNV). The study was commissioned within the context of the government’s desire to take a follow-up step in dealing with the nitrogen issue. The study did not take into account any potential positive effects of the nitrogen policy on the policy for climate and water quality.
