dc.description.abstractLaagfrequent geluid is geluid met lage tonen (tussen 20 en 100/125 Hertz). De laatste jaren is er meer maatschappelijke onrust over laagfrequent geluid en de vraag of het schadelijk is voor de gezondheid. De laatste vijf jaar hebben meer mensen laagfrequent geluid gemeld bij onder andere de GGD en gemeenten. Soms gingen de meldingen samen met hinder en lichamelijke klachten. Het RIVM doet aanbevelingen welk onderzoek nodig is om mogelijke gezondheidseffecten beter te begrijpen, ook omdat het aantal bronnen naar verwachting toeneemt. Zo is het niet bekend hoeveel laagfrequent geluid er in Nederland is en wanneer het hinder veroorzaakt. Het RIVM vindt het belangrijk om onderzoek te doen naar de blootstelling aan laagfrequent geluid in combinatie met onderzoek naar de gezondheid. Ook blijkt dat niet alle betrokkenen (GGD’en, gemeenten, omgevingsdiensten, huisartsen, audiologen, kno-artsen) goed samenwerken. De aanpak en de samenwerking van de verschillende organisaties verschillen nu per regio. Het RIVM beveelt aan om meer samen te werken. Verder is onderzoek nodig of (cognitieve) therapie helpt om mensen te leren omgaan met hun klachten. Deze therapie wordt soms aangeraden als er geen laagfrequent geluid wordt gemeten of de bron niet te vinden is. Geluid in het algemeen, waar laagfrequent geluid een onderdeel van is, is erkend als een risico voor de volksgezondheid. Verschillende gezondheidseffecten van geluid in het algemeen zijn bewezen, zoals hinder, slaapverstoring, en hart- en vaatziekten. Ook andere factoren dan het geluid zelf hebben invloed hoe mensen het ervaren. Voorbeelden zijn persoonlijke gevoeligheid, veranderingen in de omgeving en vertrouwen in de overheid. Volgens internationaal onderzoek hangt blootstelling aan laagfrequent geluid samen met (ernstige) hinder en mogelijk met slaapverstoring. Het is niet bewezen dat laagfrequent geluid hart- en vaatziekten veroorzaakt. Grofweg zijn er grote bronnen (zoals industrie, festivals, en transport) en kleine bronnen van laagfrequent geluid. De laatste zitten in huizen of kantoren (wasmachines, warmtepompen, ventilatiesystemen). Het is vaak lastig om de bron van laagfrequent geluid te vinden. Laagfrequent geluid van grote bronnen valt vaak op grotere afstand meer op, waardoor de bron moeilijk te achterhalen is. Maatregelen zijn meestal maatwerk. Voor de grotere bronnen kunnen dat dempers en isolerende kasten om apparaten zijn. Bij kleine bronnen helpen kleine ingrepen al om laagfrequent geluid te voorkomen, bijvoorbeeld door een koelkast op de goede manier te plaatsen.

In recent years, there has been an increasing level of social concern with regard to low frequency noise and whether it is harmful for health. Over the past five years, more people have reported incidents of low frequency noise to authorities, such as the municipal health service and municipalities. Some of these reports were accompanied by reports of annoyance and physical symptoms. RIVM makes recommendations with regard to the research that is needed to better understand potential health effects, also because the number of sources is expected to increase in future. In fact, little is known about the amount of low frequency noise in the Netherlands and when it leads to annoyance. RIVM thinks it is important to conduct research into exposure to low frequency noise in combination with research into health effects. As it turns out, not all the parties involved (municipal health services, municipalities, environmental services, general practitioners, audiologists and ear, nose and throat specialists) collaborate effectively. At present, the approach and collaboration implemented by the various organisations differ per region. RIVM recommends a greater degree of collaboration. Research is also needed to determine whether (cognitive) therapy helps people to deal more effectively with their symptoms. This therapy is sometimes recommended when no low frequency noise is detected or if the source cannot be located. Sound in general, of which low frequency noise is a component, is recognised as a risk for public health. Various health effects of sound in general have been demonstrated, including annoyance, sleep disturbance, and cardiovascular diseases. Other factors than the sound itself also influence how people experience the sound. Such factors include individual noise sensitivity, changes in the surroundings, and the level of trust in the government. According to international research, exposure to low frequency noise is associated with (severe) annoyance and potentially with sleep disturbance. It has not been proven that low frequency noise causes cardiovascular diseases. Roughly speaking, there are large sources (such as industry, festivals and transport) and small sources of low frequency noise. Small sources are located in homes or offices (washing machines, heat pumps, ventilation systems et cetera). It is often difficult to locate a low frequency noise source. Low frequency noise from large sources is often more noticeable at a greater distance, making it more difficult to determine the source. Measures generally have to be tailored to the specific situation. For larger sources, these can include dampers and insulation housings around equipment or installations. For smaller sources, minor interventions can help to prevent low frequency noise, for example by placing a refrigerator correctly.
