dc.description.abstractNederland streeft naar een circulaire economie in 2050. Daarin worden minder grondstoffen gebruikt en zo veel mogelijk opnieuw gebruikt. De overheid wil weten of die doelstelling wordt gehaald en zo nodig maatregelen nemen. Het heeft het RIVM daarom gevraagd daarvoor het Grondstoffen Grondstoffen Informatie Systeem (GRIS) te ontwikkelen. Het gaat daarbij om grondstoffen die in Nederland worden geïmporteerd, gewonnen, gebruikt of geëxporteerd. Het RIVM heeft nu verkend wat nodig is om dit systeem te maken. Het GRIS gaat informatie over deze grondstoffen verzamelen en maakt inzichtelijk wie ze gebruikt in de Nederlandse economie en waarvoor, hoe groot de voorraden zijn en wat voor impact ze op het milieu hebben. Het GRIS doet dat door data over de productie- en verwerking van grondstoffen te verzamelen, met elkaar te verbinden, te evalueren wat er nog ontbreekt en beschikbaar te maken. Het RIVM heeft, samen met verschillende partners, onderzocht wat precies nodig is om dit systeem te kunnen maken. Gekeken is wie het systeem kan gebruiken, welke data de gebruikers nodig hebben en in welke vorm. Ook is gekeken welke – vaak versnipperde - informatie van grondstoffen er al is en hoe deze in één systeem kan worden verzameld. Veel van deze vragen zijn nu nog niet precies te beantwoorden. Belangrijk is om eerst het doel van het GRIS aan te scherpen. Bijvoorbeeld over wie de belangrijkste gebruikers worden, of het systeem over materialen of producten gaat en hoe gedetailleerd de data moeten zijn. Er zijn twee pilots gedaan om ervaring op te doen. In een daarvan zijn twee informatiebronnen aan elkaar gekoppeld. Hieruit blijkt dat goede data, kennis over de data en kennis over de circulaire economie nodig zijn om ze goed te kunnen koppelen. De pilot maakt ook duidelijk dat het systeem stap voor stap moet worden ontwikkeld en samenwerking tussen partijen nodig is. Voor de tweede pilot zijn data over staal verzameld. Het doel was om te bepalen welke data uit de hele productie- en verwerkingsketen er al is en welke vragen deze data kunnen beantwoorden. Daaruit blijkt dat afspraken nodig zijn welke data openbaar kunnen worden gemaakt en hoe ze kunnen worden gedeeld.
dc.description.abstractThe Netherlands aims to have a circular economy in place by 2050. In a circular economy, virgin raw materials are used less and raw materials will be reused as much as possible. The government wants to know if the goal can be reached and take measures where necessary. It has asked the RIVM to develop the Raw Materials Information System (Grondstoffen Informatie Systeem - GRIS) for this purpose. It is applicable for raw materials that are imported, mined, used or exported out of the Netherlands. The RIVM has explored what is needed in order to create such a system. The GRIS will gather information about these raw materials and provide insight into where they are used in the Dutch economy and by whom, how big the stocks are and which impact they have on the environment. The GRIS does this by gathering data about the production and processing of the raw materials, linking different data, evaluating which data is missing and make the data available. The RIVM examined in collaboration with different partners what is needed in order to make this system. It has been studied who could use the system, and which data the users need in which form. It has also been studied which – often fragmented – information over raw materials already exists and how these could be gathered into one system. Many of these questions cannot yet be answered precisely. It is important to first refine the goal of the GRIS, for example who will be the most important users of the system, whether the system covers both raw materials and products, and how detailed the data must be. Two pilot projects were done to build up experience. In one of them, two information sources were linked. This study shows that good data, extensive knowledge about the data and knowledge about circular economy are needed for linking data sources. This pilot project also shows that the system has to be developed step by step in collaboration between different parties. The second pilot project gathered data about steel. The goal was to determine which data from the production and processing chain already exist and which questions can be answered with this data. The results indicate that it needs to be further discussed which data can be made publicly available and how they can be shared.
