Cars that run on liquified petroleum gas (LPG) can fill up at LPG filling stations. For safety reasons, there must be sufficient distance between an LPG filling station and nearby homes. These distances are included in the Revi (Regulation on External Safety of Facilities) and based on RIVM calculations. RIVM has now recalculated the distances between LPG filling stations and homes. This study focuses specifically on the following aspect: safety when road tankers fill the LPG storage tanks at the filling station. Until now, RIVM based its calculations on two safety measures for the road tankers that transport LPG: a heat-resistant coating and an improved filling hose. The coating is a layer that protects the tank of the road tanker against fire. The improved filling hose is less likely to break when the LPG is pumped from the road tanker at the filling station. The risk of an accident is lower when a road tanker has introduced both safety measures, but these measures are not mandatory. The distances have therefore been calculated for road tankers with and without these safety measures, to indicate the effect of the measures on the distance between an LPG filling station and nearby homes. Most Dutch road tankers are expected to be equipped with the coating material and improved filling hose. The calculations show that a larger distance between an LPG filling station and homes is needed if a road tanker has implemented just one or none of the measures. Without both measures, the distances could be more than twice as large. The exact distance is determined by the number of times the LPG road tanker is supplying the filling station with LPG. The Ministry of Infrastructure and Water Management ultimately decides which distances are included in the Revi. RIVM recommends the Ministry of Infrastructure and Water Management to use the distances that are based on the new calculations. Changing the fixed distances could be necessary due to a ruling of the European Court of Justice on safety measures for LPG road tankers. The study was carried out on behalf of the Ministry of Infrastructure and Water Management.
