Tabaksaccessoires. Producten die tabak aantrekkelijk maken

Abstract

Sommige rokers hebben behoefte aan tabaksproducten met een smaak en aan producten die minder schadelijk zijn. Hiervoor zijn zogenoemde tabaksaccessoires ontwikkeld. Het RIVM onderscheidt producten die smaak toevoegen (smaakaccessoires), producten met een claim dat ze schadelijke stoffen weghalen uit de rook (schadelijkheidreductieaccessoires), en overige accessoires. Voorbeelden van smaakaccessoires zijn smaakfilters, smaaksprays en smaakkaartjes. Er is veel keuze en 9 procent van de rokers gebruikt ze. Driekwart van hen kiest voor een product met mentholsmaak. Deze accessoires maken het roken van een mentholsigaret mogelijk. Sinds het verbod op mentholsigaretten in mei 2020 worden deze accessoires 10 procent meer verkocht. Schadelijkheidreductie-accessoires worden gebruikt door 4 procent van de rokers. Uit onderzoek van het RIVM blijkt dat sommige filters meer dan de helft van de teer en nicotine wegnemen. Het is echter niet duidelijk of deze verlaging betekent dat het product minder schadelijk is. Alle accessoires maken roken aantrekkelijker, maar het is niet duidelijk of hierdoor meer mensen roken. Tabaksaccessoires zijn niet verboden. Ze vallen niet onder de Tabaks- en rookwarenwet en Europese tabaksproductenrichtlijn. In Litouwen, Belgie en Denemarken zijn (smaak)accessoires wel verboden via aanvullende nationale wetgeving. Het RIVM stelt voor om bekendheid en verkoop van tabaksaccessoires te verminderen. Dat kan door de reclame te beperken en ze alleen in speciaalzaken te verkopen. Daarnaast adviseren we om claims te verbieden omdat ze rokers op het verkeerde been zetten. Roken is altijd schadelijk.

Some smokers have a need for flavoured tobacco products and products that are less harmful. As a result, new tobacco accessories have been developed. The National Institute for Public Health and the Environment (RIVM) distinguishes between products that add flavour (flavour accessories), products that claim to remove harmful substances from the smoke (harm reduction accessories), and other accessories. Examples of flavour accessories include flavour filters, flavour sprays and flavour cards. There are many tobacco accessories to choose from and 9% of smokers use them. Three-quarters of those smokers opt for a product with a menthol flavour. These accessories have been developed so that smokers can still create menthol-flavoured cigarettes. After the ban on menthol cigarettes in May 2020, sales of these accessories increased by 10%. Harm reduction accessories are used by 4% of smokers. An RIVM study found that some filters remove more than half of the tar and nicotine. However, it is not clear whether a reduction means that the product is less harmful. All tobacco accessories make smoking more attractive, but it is not clear whether this is causing more people to smoke. Tobacco accessories are not prohibited in the Netherlands. They are not covered by Dutch tobacco legislation or the European Tobacco Products Directive. In Lithuania, Belgium and Denmark, however, (flavour) accessories are prohibited by supplementary national legislation. RIVM proposes to reduce the publicity for and sales of tobacco accessories. This can be done by restricting advertising and restricting sales to tobacconists. In addition, we advise to ban the claims because they may give smokers a false impression. Smoking is always harmful.
