Hoe speelden organisaties, netwerken en gemeenschappen in op de coronamaatregelen? Verantwoording en verdieping van een kwalitatief onderzoek in het maatschappelijk middenveld tijdens de COVID-19-pandemie (2020-2022)

Abstract

Het RIVM raadt nationale en lokale overheden aan om zogeheten sleutelfiguren te betrekken bij beleid, om voorbereid te zijn op een toekomstige pandemie. Deze personen in organisaties en in wijken zijn de schakel tussen overheden en inwoners. Denk aan professionals en vrijwilligers die actief zijn binnen de sectoren onderwijs, zorg, sport, kunst en cultuur en welzijnswerk. Sleutelfiguren hebben er tijdens de coronapandemie voor gezorgd dat er, ondanks de beperkingen van de maatregelen, aandacht bleef bestaan voor het sociale en mentale welzijn van mensen. Dit blijkt uit onderzoek van het RIVM. Door de coronamaatregelen kwam de kwaliteit van sociale contacten onder druk te staan. Mensen verloren verbinding met elkaar maar soms ook hun werk en zekerheid. Sleutelfiguren liepen tegen veel dilemma’s aan wanneer de coronamaatregelen botsten met de zogeheten sociale kwaliteit. Toch lukte het hen om het dagelijks leven in de openbare ruimte, in de zorg en op het werk, zo goed als mogelijk te laten doorgaan. Dit was vooral belangrijk voor mensen die het tijdens de pandemie extra moeilijk hadden. Denk aan jongeren, ouderen, daklozen, chronisch zieken, leden van de LHBTI+-gemeenschap en migranten. De betrokkenheid van sleutelfiguren droeg bij aan democratische waarden als sociale rechtvaardigheid en gelijke kansen voor gezondheid. Sleutelfiguren staan dicht bij mensen. Zij geven vaak het goede voorbeeld en handelen snel als mensen hulp nodig hebben. Zij legden de maatregelen duidelijk uit, stelden aangepaste protocollen op voor de werkvloer en pasten de werk- en leefomgeving aan. Dit versterkte het vertrouwen in het coronabeleid. Ze zorgden er vooral voor dat mensen met elkaar in verbinding bleven. Dit deden ze door digitaal overleg te stimuleren, samen aangepaste activiteiten te bedenken, zoals buitensport, en door zingeving en creativiteit te stimuleren. Daarnaast boden zij praktische, sociaalemotionele en soms financiele steun. Gaandeweg ontdekten zij welke aanpassingen op het coronabeleid in hun omgeving werkten. Voor dit onderzoek heeft het RIVM 95 sleutelfiguren geinterviewd, tussen oktober 2020 en augustus 2021. Hun dilemma’s en creatieve oplossingen zijn geanalyseerd. RIVM is recommending that national and local authorities involve ‘key figures’ in policies to prepare for a future pandemic. These are persons who form the link between the authorities and local residents in organisations and communities. Examples include professionals and volunteers in the education, healthcare, sports and arts and culture sectors and in social work. During the coronavirus pandemic, these key figures ensured that attention continued to be paid to the social and mental well-being of the population, in spite of the restrictions that the measures involved. This is the outcome of a study conducted by RIVM. The coronavirus measures put a strain on the quality of social contacts. People not only lost touch with each other, but some of them also lost their jobs and economic security. The key figures encountered many dilemmas involving situations in which the coronavirus measures clashed with the quality of social life. In spite of this, they succeeded in keeping public life, the healthcare system and the world of work going as well as they could. This was particularly important for people who struggled more than others during the pandemic, such as young people, the elderly, the homeless, the chronically ill, members of the LGBTQI community and migrants. Engagement of key persons served democratic values as social justice and health equity. Key figures are in close contact with people and are trusted. They often lead by example and respond quickly to people’s needs. They were instrumental in explaining the measures clearly, preparing alternative work protocols and adapting the working and living environment. This boosted confidence in the coronavirus policy. Most of all, they ensured that people kept in touch. They did so by encouraging online meetings, helping others to think of alternative activities such as outdoor sports, and stimulating a sense of purpose and creativity. In addition, they offered practical, social, emotional and sometimes even financial support. By and by, they discovered which adaptations of the coronavirus policy worked in their environment and which ones did not. For this study, RIVM interviewed 95 key figures between October 2020 and August 2021. The study consisted of an analysis of their dilemmas and creative solutions.
