Inspiratiedocument Bouwstenen voor een toekomstbestendige visie op de bodem

Abstract

In Nederland wordt de bodem intensief gebruikt en dit zal de komende jaren verder toenemen. De bodem kan bijvoorbeeld een belangrijke bijdrage leveren om klimaatverandering tegen te gaan, de effecten van klimaatverandering te verzachten, en de landbouw te verduurzamen. Dat is ook zo om de energietransitie te ondersteunen, de biodiversiteit te herstellen en grondwater schoon te houden. Dat betekent dat de bodem gezond moet zijn en al zijn functies goed moet kunnen uitvoeren. Daarom moet er bij het beheer van de bodem van Nederland meer rekening worden houden met de gezondheid van de bodem. Dit vraagt om verstandig beleid voor het gebruik van de bodem en voor duurzaam bodembeheer. Want niet alles kan tegelijk of op dezelfde plaats. Wanneer er te veel gevraagd wordt van de bodem, put deze uit en zullen veel belangrijke functies van de bodem verminderen. Het RIVM beschrijft bouwstenen die gebruikt kunnen worden voor een brede visie op het gebruik van de bodem en duurzaam bodembeheer. Een brede visie maakt het mogelijk om de opgaven voor klimaat, biodiversiteit en de energietransitie in samenhang te realiseren. Een brede visie is ook nodig om bedreigingen voor de bodemkwaliteit te beperken, zoals de bodem afdekken, vermesten, verontreinigen en uitputten. De bodem gaat iedereen aan. De betrokkenheid van burgers, boeren, industrie en overheid is daarom noodzakelijk om de voordelen van de gezonde bodem eerlijk te verdelen. Dat zorgt voor draagvlak en overeenstemming over maatregelen voor bodemgebruik en duurzaam bodembeheer. Ook is het belangrijk dat kennis wordt gedeeld zodat we samen de ruimtelijke ontwikkeling en het bodembeheer in Nederland duurzaam kunnen realiseren.

The Netherlands already makes intensive use of its soil. This use is set to further increase in the coming years, for example because soil has the potential to play a significant role in countering climate change, mitigating its effects and making agriculture more sustainable. This is needed to support the energy transition, restore biodiversity and keep the groundwater clean. All of this is conditional on the soil being healthy and capable of performing all of its functions. Consequently, the health of the soil should play a more important part in soil management in the Netherlands. This will require carefully considered soil use and sustainable soil management policies. After all, the soil is unable to perform all functions simultaneously or in the same place. If the soil is used too intensively, it will become exhausted and many of its important functions will be lost. RIVM has outlined a set of building blocks for a broad soil use and sustainable soil management strategy. A broad strategy will make it possible to tackle the challenges ahead with regard to climate, biodiversity and the energy transition cohesively. This is equally necessary to combat threats to soil quality, such as covering, overfertilisation, pollution and exhaustion. The soil is important to us all. It will require the joint efforts of the general public, farmers, industry and the government to achieve a fair distribution of the advantages of a healthy soil. This will result in broad support for an agreement on soil use and sustainable soil management measures. It will also be vital to exchange knowledge, so that all actors can work together to enhance spatial development and soil management in the Netherlands sustainably.
