Arbeidsgerelateerde zorg voor zzp'ers. Opzet voor een pilot

Abstract

Zelfstandigen zonder personeel (zzp’ers) worden in de toekomst verplicht zich te verzekeren tegen arbeidsongeschiktheid. Voor zzp’ers heeft het gevolgen voor hun inkomsten als zij door ziekte niet meer kunnen werken. Hierdoor werken zzp’ers vaak langer door bij gezondheidsproblemen, wat de kans groter maakt dat zij lange tijd uitvallen of arbeidsongeschikt raken. De verplichte arbeidsongeschiktheidsverzekering (AOV) beschermt hen tegen een verlies van inkomsten. Werknemers in loondienst hebben recht op arbeidsgerelateerde zorg, maar voor zzp’ers is dat niet standaard beschikbaar. Arbeidsgerelateerde zorg kan voorkomen dat werkenden ziek worden door werk, bijvoorbeeld door advies over leefstijl of een goed ingerichte werkplek. Daarnaast krijgen werkenden begeleiding aangeboden als zij door gezondheidsproblemen niet of minder inzetbaar zijn. Het RIVM gaat onderzoeken hoe zzp’ers in verschillende sectoren het ervaren als zij toegang krijgen tot arbeidsgerelateerde zorg wanneer zij een AOV afsluiten. Deze ervaringen kunnen worden gebruikt om arbeidsgerelateerde zorg voor zzp’ers te koppelen aan de verplichte AOV. De inbreng, ervaringen en betrokkenheid van de verschillende partijen zijn essentieel om hier draagvlak voor te krijgen. Het RIVM heeft daarom gesproken met sectororganisaties, zzp-belangenorganisaties, een verzekeraar en arbodiensten. Het onderzoek is een pilot, duurt een half jaar en gaat naar verwachting in 2023 van start. Het RIVM heeft nu met betrokken partijen een opzet voor deze pilot gemaakt en het proces en de inhoud daarvan beschreven. Zo wordt zzp’ers via een vragenlijst gevraagd of zij arbeidsgerelateerde zorg hebben gebruikt en hoe tevreden ze daarover zijn. Andere vragen zijn of de gekregen arbeidsgerelateerde zorg (hun beeld van) veilig en gezond werken heeft beïnvloed en wat hun ervaren fysieke en mentale gezondheid is. Daarnaast worden zzp’ers en betrokken partijen geïnterviewd, onder andere over welke factoren stimuleren of belemmeren om arbeidsgerelateerde zorg te gebruiken. Dit onderzoek is uitgevoerd in opdracht van het ministerie van SZW(Sociale zaken en werkgelegenheid).

Under an agreement concluded in 2019 between the Dutch government and employers’ and employees’ organisations, self-employed persons will be obligated to take out occupational disability insurance in the future. As self-employed persons are dependent on work for their income, they commonly continue work in case of health problems. As a result, the risk of long-term illness or incapacity for work will increase. Compulsory disability insurance will protect them from loss of income. Whereas those in paid employment are entitled to occupational healthcare, this is not automatically available to self-employed persons. Occupational healthcare may prevent workers from becoming ill due to work, for example by providing advice on lifestyle or a safe and healthy workplace. In addition, occupational healthcare entitles workers to assistance if they become less able or unable to perform their duties for health reasons. Previous research has shown that approaches tailored to the individual and the sector are prerequisites for the success of occupational healthcare for self-employed persons. RIVM will conduct a pilot study to find out how self-employed persons in different sectors feel about having access to occupational healthcare through contracted disability insurance. In the future, their experiences can be used to align occupational healthcare for self-employed persons with the compulsory disability insurance. The input, experiences and involvement of various parties is essential in order to build a solid base of support. RIVM has therefore consulted with sector organisations, special interest organisations for self-employed persons, an insurance company and occupational health and safety services. The study will take the form of a pilot project lasting six months and is expected to start in 2023. RIVM has drawn up a pilot plan with the parties involved. The process and particulars of the plan are set out in this report. Among other things, the pilot project will look at whether self-employed persons have used occupational healthcare and how satisfied they are with it. They will also be asked to what extent the occupational healthcare they received has influenced their actual or perceived occupational safety and health. Furthermore, self-employed persons and other participating parties will be interviewed about factors that stimulate or inhibit the use of occupational healthcare.
